In recently, a number of foreign studies have been reported that horticultural therapy is effective in reducing the recidivism rate by helping to relieve anxiety, depression, and anger that inmates living in a restricted environment. In Korea, horticultural therapy is not widely implemented in correctional fields due to a lack of awareness about horticultural therapy, and empirical research is lacking, so it is not established as a main program in criminal justice system. Just in time, in 2021, the Rural Development Administration enacted the 『Act of Agro-healing』 for the mental and physical healing for weak people living in a harsh society. In a situation where interest in horticultural treatment for criminals is gradually increasing at home and abroad, Institute of Forensic Psychiatry of Ministry of introduced the ‘Horticultural Treatment Center’ for the mental disorder offender in 2021. As a result of reviewing the effectiveness of horticultural therapy through literature review, it is generally positively reported, so this study will look into the possibility of introducing it as a means to prevent recidivism of criminals in Korea.

범죄자 처우의 최종 목표인 재범률 감소를 위하여 세계 각국 에서는 효과성이 인정된 다양한 프로그램을 시행하고 있으며, 최 근에는 영ㆍ미국가를 중심으로 범죄자에 대한 원예치료(horticultural therapy)에 관심이 쏠리고 있다. 원예치료는 교도소라는 제한된 환경에서 생활하는 수형자, 치 료감호대상자 등이 겪을 수 있는 불안, 우울, 분노감 해소에 도 움을 주어 결과적으로 재범률 감소에 효과가 있다는 다수 외국 논문이 보고되고 있다. 한국적 상황은 원예치료에 대한 인식 부족으로 교정 현장에 서 폭넓게 실시되지 못하고 있고, 경험적인 연구도 부족한 상황 으로 범죄자 처우 기관의 주된 프로그램으로 자리를 잡지 못하 고 있다. 때마침 2021년 농촌진흥청에서 사회 부적응자의 정신적, 육 체적 치유를 위하여 『치유농업 연구개발 및 육성에 관한 법률』을 제정하여 활성화 정책을 수립하고 치유를 연계한 새로운 사 업을 진행하고 있다. 아울러 법무부 치료감호소에서도 2021년 정신장애 범죄자를 위한 원예치료센터를 설치하는 등 범죄자를 위한 원예치료에 관심이 점차 높아지고 있다. 이 연구는 문헌 고찰을 통하여 원예치료의 효과성에 대해 검 토한 결과 대체로 긍정적으로 보고되고 있어 향후 한국의 범죄자 처우 현장에서 범죄자의 재범 방지를 위한 하나의 수단으로 도입 가능성을 살펴보고자 한다.
