The purpose of this paper is to seek clues for sustainable reconciliation and coexistence (trans-culturalism) or cooperation beyond the conflicting structures and security(safety) agendas between Korea and Japan since the 1965 system. Various disputes, conflicts, and frictions are present between Korea and Japan not only at the national level but also at the individual level. There are serious issues and conflicts that threaten the coexistence of mankind not only in political relations but also in economic, social, and multicultural symbiosis fields. Needless to say, it would be highly beneficial to analyze the process or mechanism (types) of reconciliation and coexistence (symbiosis) culture from the perspectives of disaster, safety, energy, and environmental diplomacy, from the viewpoint of risk management. In conclusion, suggestions have been provided on what should be done for reconciliation and symbiosis by overcoming the existing conflicts and improving the Korea-Japan relation. A prerequisite for this is understanding of the political and economic interdependence and vulnerability while capturing the transformation of regional governance in East Asia. It is also necessary to move from the past management regime of conflicts to a new risk (future disaster) management system for sustainable historical reconciliation and trans-coexistence between Korea and Japan.

본 논문의 목적은 한국과 일본이 대립과 갈등 구조에서 벗어서 지속가능한 화해와 공생(연대)를 향한 단서를 마련하는 데 있다. 특히 “동아시아의 안전 및 화해학의 모색” 에 관해 선행연구를 검토하고 정치적 공생, 경제적 공생, 다문화공생 아젠다를 해부하 고자 한다. 새로운 아젠다 및 행위자가 참여하는 국제협력 플랫폼을 만들고, 나아가 한 일 화해･공생학의 단서를 모색한다는 점에서 매우 유용하다. 한일간에는 국가적 차원은 물론 개인의 영역에 이르기까지 다양한 분쟁과 갈등, 그 리고 마찰이 존재해 왔다. 한일 양국의 갈등 구도는 정치뿐만 아니라 경제･사회･문화 등 융･복합적 관계 악화로 말미암아 인류의 공존을 위협할 정도의 재난으로 이어질 가 능성도 내포하고 있다. 한일관계의 현황 및 상호인식 분석을 통해 그 요인을 어떻게 받 아들여 왔는지, 또 어떻게 ‘화해’하려고 노력해 왔는지, 분쟁과 그 원인을 규명하기 위 해 화해･공생학의 유형과 실천적 요소를 분석하였다. 나아가 한일 화해나 공생을 향한 재해･안전･에너지･환경 외교 등 사회･문화적 생명윤리 관점에서도, 위기관리 방법론의 제시를 통해 갈등을 넘어 화해･공생에 이르는 프로세스나 메커니즘을 규명하고 있다. 결론적으로 한일관계가 개선되어 갈등을 극복하고 화해와 공생을 향해 무엇을 해야 하는 지 제언하고자 한다. 그 전제조건은 동아시아 국가별 거버넌스의 변용을 포착하면 서 정치･경제적 상호의존성과 취약성을 이해해야 한다는 점이다. 게다가 한일 화해･공 생을 위해서는 과거를 둘러싼 갈등(1965년 체제) 관리 레짐에서 도약하여 미래를 둘러 싼 리스크(未災) 매니지먼트 시스템으로 전환해야 한다.
