The purpose of this study is to justify the argument that our sports policy should be converted from a sports advanced country to a sports welfare country. To this end, the analysis was focused on literature related to sports advanced country, sports welfare country, and sports policy. The results of the study are as follows. First, why should we switch from a sports advanced country to a sports welfare country? In the meantime, if it has shifted from a sports professional country to a sports advanced country, it is now necessary to finally realize a sports welfare country. The sports welfare country is a country that guarantees and enjoys the sports rights of the people. Second, the direction of making a sports welfare country was proposed to create a healthy country with sports, a happy country with sports, and a great society with sports. Third, it is the content and method of making a sports welfare country. The sports welfare country shall be equipped with sports facilities, sports programs, sports leaders, etc. In addition, sports information should be shared through related web development so that people can play sports where they want.

이 연구의 목적은 우리 스포츠정책을 스포츠선진국에서 스포츠복지국 가로의 전환을 제안하는 것이다. 이를 위하여 스포츠선진국, 스포츠복지, 스포츠정책 관련 문헌을 중심으로 연구하였다. 연구 결과는 다음과 같 다. 첫째, 왜 스포츠선진국에서 스포츠복지국가로 전환해야 하는가이다. 그동안 스포츠강국에서 스포츠선진국으로 전환하였다면 이제는 최종으 로 스포츠복지국가를 실현하는 것이 당연한 순서이다. 스포츠복지국가는 국민의 스포츠권을 보장하고 누릴 수 있는 국가이다. 둘째, 스포츠복지 국가 만들기의 방향으로 스포츠로 건강한 나라 만들기, 스포츠로 행복한 나라 만들기, 스포츠로 대동 사회 만들기를 제안하였다. 셋째, 스포츠복 지국가 만들기의 내용과 방법이다. 스포츠복지국가는 스포츠시설, 스포 츠 프로그램, 스포츠지도자 제대로 작동하여야 한다. 또한 관련 웹 개발 을 통하여 스포츠 정보를 공유하고 국민이 원하는 곳에서 스포츠를 할 수 있도록 하여야 한다.
