The purpose of this study is to discern and categorize the current situation of the pastoral ministry of a community, and based on that, find ways to effectively connect and vitalize the ministry. It is to analyze the process by which the churches participate in the pastoral ministry of a community so that methods for organizing the community ministries can be presented. Pastoral ministry of a community, however, is not an academically established concept, but may be considered a ‘church version’ of ‘creating community’ unfolding in the civil society. This connects with missional church and public theology and sociologically, can be understood as one of new social movements. Unlike labor movement or people’s movement of the social movements, this movement can be seen as representing the general understanding of the citizens as a whole or the public interest. The result from the surveys of 48 churches and organizations is, foremost, that there is a need to mobilize and effectively operate the resources within the church in order to systematize the community activities. The most important aspects in this are the motivation within the church members and consensus building. Because most church members’ theology is rooted in the traditional ecclesiology that even though the pastor has interest in community movement and encourages participation, members don’t readily agree. At times, they are against the pastor’s direction and even choose to leave the church. Thus, it is important that the pastor has a clear purpose and establish a consensus among church members and participate in the community movement. Externally, it is important to network with various other resources within the community in order to establish it systematically. Community Movement is not like typical philanthropic activities where the church had been participating in the past like community volunteer work or mercy work for the residents, but instead is creating a community with the residents. The way to overcome the individual church-focused community movement is to partner together with the residents and other churches in the community. For this purpose, an organization or a network can be established. It is very important that church resources can not only be utilized in many ways but also networked together with various entities within the community so that it may unfold systematically.

이 논문의 목적은 마을 목회의 실태를 파악하여 유형화하고 이를 바탕으로 하여 효과적으로 연계하고 활성화 할 수 있는 방안을 모색하고자 하는 것이다. 교회들이 마을 목회에 참여하는 과정들을 분석하여 마을 목회를 체계화 할 수 있는 방안을 제 시하고자 하였다. 마을 목회라는 말은 학문적으로 정의된 개념은 아니지만, 시민사회 에서 전개되고 있는 마을 만들기의 교회 버전이라고 할 수 있다. 이것은 선교적 교회 와 공공신학과도 연결되고 사회학적으로 새로운 사회운동의 하나로 이해된다. 기존의 사회운동인 노동운동이나 민중운동과 달리 시민 전체의 일반적 이해 혹은 공익을 대 표하는 운동이라고 할 수 있다. 48개의 교회 및 단체를 조사한 사례 연구를 통해 얻은 결과는 먼저, 마을공동체 활 동을 체계적으로 하기 위해 교회 내부에서 이 활동을 이끌어갈 수 있는 자원을 동원 하고 이를 효율적으로 운영할 필요가 있다는 것이다. 이를 위해 가장 중요한 것이 교 인들 사이에 동기 부여와 공감대 형성이다. 대부분의 교인들의 신앙은 전통적인 교회관에 뿌리를 두고 있기 때문에 목회자가 마을공동체에 관심을 갖고 참여를 독려해도 쉽게 동의하지 못한다. 때로는 목회자의 방침에 반발해서 교회를 떠나기도 한다. 따라 서 목회자가 분명한 목표 의식을 가지고 교인들과 공감대를 형성하며 체계적으로 마 을공동체 활동에 참여하는 것이 중요하다. 외부적으로는 마을공동체 활동을 체계적으로 하기 위해 지역의 여러 자원들과 협 력하는 것이 중요하다. 마을공동체 활동은 기존에 교회가 해왔던 사회봉사나 구제 활 동과 같이 주민들을 대상으로 하는 시혜 성격의 활동이 아니라 주민들과 함께 마을공 동체를 만들어가는 것이기 때문이다. 개교회 중심의 마을공동체 활동을 극복하기 위 한 방법은 주민들과의 협력과 지역의 다른 교회들과 협력하는 것이다. 이를 위해 단 체나 지역 네트워크를 설립하는 경우도 방법도 있다. 마을 목회는 교회의 마을공동체 활동으로서 많은 성과가 있지만, 한계도 있다. 먼 저 개념과 목적이 분명하지 않고 신학적 입장 차이로 인해 마을 목회를 하는 목회자 들 사이에 협력을 어렵게 하기 때문에 이 활동을 체계화 하는 데 장애가 된다. 마을 목회가 교회 중심적인 사고를 포함하고 있다는 문제도 있다. 마지막으로 교회들이 지 역 교회가 아니기 때문에 마을공동체 활동 자체가 쉽지 않은 형편이다. 따라서 교회 에 속한 구성원들이 마을공동체와 마을 목회에 대한 이해를 높이고 교회 안팎에서 협 력할 필요가 있다. 그리고 교회의 자원들이 마을을 위해 다양하게 활용될 뿐만 아니 라 지역사회의 다양한 주체들과 협력하여 체계젹으로 전개될 수 있도록 하는 것이 매 우 중요하다.
