This paper focuses on checking the effectiveness of the youth employment support policy for innovative SMEs and suggesting the direction of improvement. As a research method, through in-depth interviews with representatives of small and medium-sized enterprises in Seoul and Gyeonggi Province and human resources executives, the effectiveness and improvement of employment support policies felt by companies in the field were investigated. As a result of the study, the government's recent expansion of direct support projects such as employment incentives and deduction support has a positive assessment due to the high sense of policy support and visible job creation, but the failure to guarantee long-term employment and moral hazard of some companies were pointed out as policy limitations. In addition, as a result of corporate interviews, the need for customized support policies to create jobs for young people was suggested, and specific policy alternatives were needed to support employment suitable for young people. In the mid- to long-term, it was found that it was necessary to phase out direct support policies such as employment subsidies and expand indirect support policies to enhance the welfare of employees of SMEs.

본 논문은 혁신형 중소기업 대상 청년고용 지원정책의 효과성을 점검하고, 그 개선 방향을 제시하는 데 에 연구의 초점을 두고 있다. 연구 방법으로는 서울·경기에 있는 혁신 분야 중소기업 대표 및 인사 담당 임원과의 심층 인터뷰를 통해 실제 현장에서 기업이 체감하는 고용지원정책의 효과와 개선점을 조사하였다. 연구 결과, 최 근 정부에서 중점적으로 시행한 고용장려금 지원, 공제 지원 등 직접지원 사업의 확대는 높은 정책지원의 체감도 와 가시적인 일자리 창출 효과로 긍정적인 평가가 존재하지만, 장기적 고용유지 보장 실패 및 일부 기업들의 도덕 적 해이가 정책 한계로 지적되었다. 또한, 기업의 인터뷰 결과, 청년 일자리 창출을 위한 맞춤형 지원정책의 필요 성이 제시되었으며 청년층에 적합한 고용지원을 위한 구체적인 정책 대안이 필요함을 확인하였다. 중장기적으로 고용지원금과 같은 직접지원 정책의 단계적 일몰과 중소기업 재직자의 복리 증진을 위한 간접지원 정책의 확대가 필요한 것으로 나타났다.
