With the full implementation of the Serious Disaster Punishment Act on January 27, 2022, disasters continue to occur in power plant construction projects despite the strengthening of safety measures by the government and public institutions. This raises doubts about the effectiveness of the government's construction safety policy. The Serious Disaster Punishment Act and the Industrial Safety and Health Act determined that the role of the orderer is important to prevent construction accidents, and required the orderer to fill out the basic safety and health register, design safety and health register, and construction register. However, in the case of power plant construction work, it can be seen that the preparation of the safety and health ledger is not very useful because it is too formal and lacks specificity. Therefore, this study aims to identify the main contents of the safety and health ledger, derive vulnerabilities, and suggest reorganization plans through Delphi techniques for construction experts. The eight measures presented here are expected to contribute greatly to the prevention and reduction of construction accidents by promoting the improvement of the owner's consciousness and role in the construction of power plants.

2022년 1월 27일 중대재해처벌법이 전면 시행되면서 정부, 공공기관 등의 안전대책이 강화되고 있음에도 불구하고 발전소 건설공사에서의 재해발생이 지속되고 있다. 이는 정부의 건설안전 정책의 실효성에 대한 의구심을 갖게 한다. 중대재해처벌법과 산업안전보건법에서는 건설재해예방을 위해서는 기본적으로 발주자의 역할이 중요하다고 판단하여 발주자에게 공사의 계획단계에서부터 시공단계까지 기본안전보건대장, 설계안전보건대장, 공사안전보건대장을 의무적으 로 작성하도록 하였다. 그러나 발전소 건설공사의 사례를 보면 안전보건대장 작성이 너무 형식적이고 구체성이 결여되어 유용성이 크지 못한 것으로 드러나고 있다. 이에 본 연구에서는 안전보건대장의 주요 내용 및 취약점을 확인하고 건설 전문가들을 대상으로 한 델파이기법을 통해 개편방안을 제안하고자 한다. 여기서 제시된 8가지 방안은 발전소 건설공사에서 발주자의 의식개선 및 역할 제고를 통해 건설 재해예방 및 감소에 크게 기여할 것으로 기대된다.
