Elementary school gardens contain various values. These school gardens are operated in various forms but they were not operated strategically in relation to educational effects. Therefore, the purpose of this study is to explore strategic methods for effective school garden operation in elementary schools. This study was conducted in two stages for the purpose of research. First, implications for domestic elementary school garden education were extracted by analyzing PEST(political, economic, social, and technology), Second, from the perspective of the school garden, SWOT(strength, weakness, opportunity and threat) was analyzed in Korea. Based on the technical key factors of urban agriculture in Cuba, the results of exploring the strategic development direction of the school garden are as follows. First, Organophonico, the core of Cuban urban agriculture, suggested that the narrow space problem can be solved by applying Cantero. Second, the biggest feature of Organophonico is organic farming using living things, which suggests that strategic linkage is the most necessary part of the school farming It is hoped that the results of this study will be of practical help to elementary school.

초등학교의 학교텃밭은 학생들의 인성함양, 정서순화 및 학습효과에 있어서 다양한 가치를 담고 있다. 이러한 학교텃밭은 학교마다 자율성을 갖고 다양한 모습으로 운영 되고는 있지만 교육적 성과와 관련하여 효율적인 운영측면에 있어서는 여전히 미흡한 부분이 있다. 따라서 본 연구의 목적은 초등학교에서의 효과적인 학교텃밭 운영을 위 하여 전략적인 방법을 탐색하는 데에 있다. 이 연구는 연구목적을 위하여 크게 2단계의 연구과정을 거쳤다. 1단계로, 쿠바의 일반적인 도시농업 형태의 핵심이라고 할 수 있는 오가노포니코를 PEST(정치, 경제, 사회, 기술) 분석함으로써 국내 초등학교 학교텃밭 교육에 시사하는 강점을 기술적 측면으로 추출하였다. 2단계로, 학교텃밭의 운영관점 에서 국내 초등학교를 SWOT(강점, 약점, 기회, 위협) 분석하였다. 쿠바의 도시농업을 지탱하는 핵심요인들을 살펴보고, 이를 기술적 측면에서 추출하여 학교텃밭의 전략적 발전방향을 탐색한 결과는 다음과 같다. 첫째, 쿠바 도시농업의 핵심이라 할 수 있는 오가노포니코는 협소한 공간문제를 칸테로라는 표상농업을 통하여 해결할 수 있음을 제시해주었다. 둘째, 오가노포니코의 가장 큰 특징은 생물을 활용한 유기농업이고, 이 는 국내의 학교텃밭이 거의 활용하고 있지 않는 농법으로 전략적 연계가 가장 필요한 부분임을 시사해주었다. 모쪼록 이 연구의 결과가 도시농업을 포함한 지구자원과 생태 적 가치를 소중하게 여기는 초등학생들의 전략적 텃밭교육에 실질적인 도움이 되기를 기대한다.
