The Existence Patterns and Incumbency Reality of Local Suryeongs on the Jeju Island during Joseon

This study was designed to analyze the incumbency and replacement reasons of Suryeongs in three Eups on the Jeju Island. The study first examined the incumbency of Suryeongs in three Eups on the island. The incumbency of Jeju Moksas was 24 months or longer in many cases until the 17th century, decreased considerably in the 18th century, and increased again in the 19th century. As for Daejeong Hyeongam, the number of Suryeongs that maintained their incumbency for 30 months or longer made a sharp drop since the 18th century and made no big differences from the 19th century. The incumbency of Jeongui Hyeongam showed a similar trend to that of Daejeonghyeon despite little differences in percentage. These incumbency patterns had some differences from those of inland areas in Jeolla Province. The integrated estimations of Moksas across Jeolla Province showed similar patterns to those of Jeju, but the incumbency patterns of inland areas where Hyeongams were appointed were different from those of Jeju. That is, the cases of Hyeongams holding office for less than a year in the inland areas of Jeolla Province were fewer in the 19th century than in the 18th century. The study then looked into the replacement reasons of Suryeongs in three Eups in the 19th century based on the records of Oian. More than four fifths of Jeju Moksas failed to serve out their terms due to changes to the place of exile or dismissal from office. Only a third of Daejeong Hyeongams succeeded in serving out their terms. Over half of Jeongui Hyeongams served out their terms. The percentage of Suryeongs resigning before the end of their terms was 10.0%, 16.7%, and 21.4% for Jeju Moksas, Daejeong Hyeongams, and Jeongui Hyeongams, respectively. Not only did Jeongui Hyeongams record the highest percentage here, but they also had higher resignation rates than the other Hyeons. The percentage of Suryeongs being promoted to a position in the central government or moved to another area was 40.0%, 23.3%, and 7.1% for Jeju Moksas, Daejeong Hyeongams, and Jeongui Hyeongams, respectively. Jeju Moksas were moved to other positions due to promotions or other reasons more than their lower-rank counterparts. The percentage of Suryeongs being dismissed from office was 30.0%, 16.7%, and 10.7% for Jeju Moksas, Daejeong Hyeongams, and Jeongui Hyeongams, respectively, which indicates that Jeju Moksas had a higher risk of being dismissed from their positions along with more promotion chances.

본 논문은 제주 3읍 수령의 재임기간과 교체사유를 분석하기 위해 작성 하였다. 제주목사의 재임기간은 17세기까지는 24개월 이상의 재임기간을 가진 수령의 비중이 가장 높았다. 이후 18세기에 재임기간은 대폭 줄어들었 다가 19세기에 다시 늘어나는 양상을 보이고 있었다. 대정현감의 재임기간 은 30개월 이상의 재임 기간을 가진 수령은 18세기 이후 급감하였으며, 19 세기의 재임기간과는 그리 큰 차이가 없었음을 확인할 수 있다. 정의현감의 재임기간은 대정현과 비중에는 약간의 차이가 나지만 비슷한 추세를 보이 고 있었다. 그런데 이러한 재임기간의 양상은 전라도 내륙 지역과는 다소 차이가 있다. 전라도 목사들의 통합 추계는 제주의 그것과 비슷한 양상을 보이는 반면, 현감이 부임하는 전라도 내륙 지방의 재임양상은 제주의 그것 과 다르다. 즉 전라도 내륙 지방의 현감의 재임기간은 1년 미만을 부임하는 경우가 18세기에 비해 19세기가 더 작은 비중을 차지하고 있다. 다음으로 『외안』을 통해 19세기 제주 3읍 수령의 교체사유를 살펴보았다. 제주목사는 이배나 파직 등의 사유로 임기를 채우지 못하는 경우가 4/5 를 넘었으며, 대정현감은 1/3가량만이 임기를 채우고 있었다. 반면 정의현 의 경우는 임기를 채우는 경우가 1/2를 넘고 있었다. 제주 3읍 수령이 재임 기간을 채우지 않고 사직하는 비중은 제주목사는 10.0%, 대정현감은 16.7%, 정의현감은 21.4%였다. 제주 3읍 수령이 중앙관직으로 승진하거나 다른 지 역으로 자리를 옮기는 비중은 제주목사는 40.0%, 대정현감은 23.3%, 정의현 감은 7.1%였다. 제주목사가 하급의 현감에 비해 승진 등의 이유로 자리를 옮기는 경우가 더 많았다는 것을 확인할 수 있다. 제주 3읍 수령이 파직당 하는 비중은 제주목사는 30.0%, 대정현감은 16.7%, 정의현감은 10.7%였다. 제주목사는 승진의 기회도 더 많았지만, 직책상 파직 당할 위험도 더 높았 다는 사실을 확인할 수 있다.
