The recently enacted and implemented “Act on Assistance to and Commemorative Progrms for Miners, Nurses and Practical Nurses sent to Germany” is based on the great contribution of dispatched workers to the Korean economic development. Since the 2010s, several discussions on the enactment of such legislation have been made and political, social interests in such workers have spread in academia, and researches on workers sent to Germany have been published. Most of the researches are focused on the miners’ motivation to go to Germany, their ettlements and adaptations in Germany, and their contributions to the Korean economy. In the process of investigating them recently, I learned that Korean workers in West Germany had participated in the Korean democracy movement in the 1970s and 1980s. By the oral history methodology, I will try to research why Lim Hikil, who went to West Germany as a miner in 1966, became a founding member of “Forum fur die Demokratie Koreas, e.V.,” founded in 1974 as part of Korea's democratization movement, and what he did for Korean Democratization. First of all, I will memorize how I met Lim Hikil and his friends in a conference of Frankfurt am main 2009 and summarize his major life history. And then I will trace his life in Korea before his leaving for Germany and find his motivation to apply for miner jobs in West Germany. Next, I would like to examine the process of his becoming a German citizen through a German ‘Gastarbeiter’ as a miner in West Germany, and finally, I would like to investigate why and how he participated in the Korean democratization movement and what he did.

최근 제정되어 시행되고 있는 “파독 광부·간호사·간호조무사에 대한 지원 및 기념 사업에 관한 법률”은 파독 노동자들의 한국 경제 발전에 대한 높은 기여를 토대로 하 고 있다. 2010년대 이런 법률 제정을 둘러싼 논의가 있었고, 그러한 노동자들에 대한 정치적, 사회적 관심이 학계에도 파급되어 파독 광부를 둘러싼 연구성과들이 발표되 고 있다. 대부분의 연구는 파독 광부의 지원 동기나 독일에서의 정착과 적응, 한국 경 제에 대한 지원 여부에 맞춰져 있다. 나는 최근 그들에 대한 조사를 하는 과정에, 1970, 80년대 서독에 있는 한인 노동자들이 한국 민주화운동에 참여한 사실을 알게 되었다. 1966년 파독 광부로 서독에 갔던 임희길(Lim, Hikil)은 왜, 어떤 과정을 거쳐 한 국의 민주화운동의 일환으로 1974년 창립된 ‘민주사회건설협의회(Forum fur die Demokratie Koreas, e.V.)’의 창립회원이 되었는가를 구술생애사를 통하여 살펴보 고자 한다. 우선 임희길과의 만남 과정과 그의 연보를 간략하게 살펴보고, 다음으로 독일로 떠나기 전까지 한국에서의 삶을 통해서 파독 광부를 지원하게 된 그의 동기를 추적해볼 것이다. 다음으로 파독 광부로서 독일의 손님노동자(Gastarbeiter)를 거쳐 독일시민이 되는 과정을 짚어보고, 마지막으로 한국 민주화운동에 왜, 어떻게 참여하 게 되었고, 무엇을 했는가를 살펴 보고자 한다.
