This paper focuses on the process of emergence of emerging security and the criticality of quality transformation, which international political scientists are paying attention to. Accordingly, the author established and presented the process of economic security based on the analytical framework of the ‘three-stage emergence theory of emerging security’. Economic security appears in the areas of first, technology and industry monopoly issues, second, information leakage issues across industries such as industrial espionage, third, issues regarding stable supply and demand for resources and energy, and fourth, issues with global supply chain pressure. Accordingly, from the perspective of emerging security, economic security has a high possibility of being linked to issues in other domains, so it is highly likely to arise, and each can occur in the gradual infinite type, sudden infinite type, sudden limited type, and progressively limited type domains. In particular, this paper explains the emergence of economic security through the outbreak of the Ukraine-Russian war. In the process, the European Union's economic security policy establishment and response cases were reviewed. As major countries' interest in economic security is on the rise, the economic security law and security and trade strategies are currently being promoted, and research on this in the academic field is absolutely necessary.

본 논문에서는 최근 국제정치학자들이 주목하는 신흥안보의 창발(emergence) 과정과 양질전화(量質轉化)의 임계성(criticality)에 주목하였다. 이에 필자는 ‘신흥안보의 3단계 창발론’의 분석틀을 토대로 경제안보의 안보화 과정을 정립, 제시하였다. 경제안보는 첫째, 기술 및 산업의 독점 문제, 둘째, 산업스파이 등 산업 전반의 정보유출 문제, 셋째, 자원 및 에너지에 대한 안정적 수급에 관한 문제, 넷째, 글로벌 공급망 압박의 문제 영역에서 나타난다. 이에 신흥안보의 관점에서 경제안보는 타 영역 이슈와의 연계 가능성이 매우 높아 창발가능성이 높으며, 각각이 점진무한형, 돌발무한형, 돌발한정형, 점진한정형 영역에서 발생 가능하다. 특히 본 논문은 우크라이나-러시아 전쟁 발발 과정을 통해 경제안보의 창발과정을 설명한다. 이의 과정에서 유럽연합의 경제안보 정책 구축과 대응 사례를 고찰하였다. 경제안보에 관한 주요국의 관심이 고조되어 경제안보법 그리고 안보 및 통상전략으로 내세워지고 있는 현재, 이에 관한 학술적 영역에서의 연구가 반드시 필요할 것이다.
