This study is a study that analyzes the success factors of administrative district integration based on Giddens' structuring theory, but newly introduced and analyzed the criterion of reflexivity focusing on the minds of residents. Administrative district integration factors were divided into structural factors surrounding residents and reflexivity factors, and structural factors were divided into rules, resources, and human factors. As a case study, we selected the cases of Cheongju and Cheongwon, which succeeded in autonomous integration in the true sense. As a result of this study, in order for the autonomous integration of administrative districts to be successful, it is necessary to exert reflexivity to win the hearts of residents, as well as top-down integration recommendations, the will of the group leader, and the government's incentives. In other words, social homogeneity should be satisfied by communicating through sisterhood ties between the two regions, and the development plan through integration should be presented in detail to the residents of both regions. It needs to be institutionalized through ordinances, etc.

본 연구는 행정구역 통합 성공 요인을 기든스의 구조화이론을 바탕으로 하되 주민의 마음에 초점을 맞춘 성찰성이라는 기준을 새롭게 도입하여 분석한 연구이다. 행정구역 통합요인을 주민을 둘러싼 구조적 요인과 성찰성 요인으로 구분하여 구조적 요인은 규 칙과 자원, 인적요인으로 나누었으며, 성찰성 요인은 동질성, 발전가능성, 신뢰성이라고 정하였다. 사례는 진정한 의미의 자율통합에 성공한 청주·청원 사례를 선택하였다. 본 연구 결과 행정구역 자율통합이 성공하기 위해서는 하향식 통합권유나 단체장의 의지, 정부의 인센티브만이 아니라 주민의 마음을 얻을 수 있도록 성찰성을 발휘하여야 한다 는 것이다. 즉, 양 지역 간 자매결연 등을 통해 소통함으로써 사회적인 동질성을 충족시 켜야 하고, 양 지역 주민들에게 통합으로 인한 발전상이 구체적으로 제시되어야 하며 소외그룹이나 지역에 대한 배려와 상생방안을 도출하되 이 방안이 지켜질 수 있도록 조 례 등으로 제도화시켜야 한다는 점이다.
