In order for the Jeju Autonomous Police to play a proper role, it is necessary to be able to substantially expand the scope of affairs of the autonomous police and provide close police services for residents through efficient division of affairs between the Jeju Municipal Police and the Jeju Provincial Police Agency. This study reviewed major issues related to the coordination and distribution of affairs between the Jeju Municipal Police and the Jeju Provincial Police Agency, and sought policy measures for the two institutions to grow together by deriving desirable coordination measures. As a result of the study, first, it is necessary to expand the absolute manpower of the Jeju Municipal Police through the transfer of national police personnel or the expansion of new recruitment personnel. Through this, the integration of police administration and local administration should improve the operation of the Happiness Police Center(a center that combines general administration and public police administration), which is one of the best examples of providing comprehensive administrative services, respond more actively to 112 reports, and fundamentally introduce a 24-hour full-time work system. Second, it would be desirable to transfer national police personnel step by step to the Jeju Municipal Police, and finally, the Jeju Municipal Police, which has high expertise and know-how in local conditions and circumstances related to transportation, completely transferred the authority of the entire traffic police activity. Third, the relevant laws and regulations should be revised so that autonomous police, such as granting search authority, emergency arrest right, and arrest right of wanted persons, can exercise more practical initial action right as "police officers in our neighborhood." Fourth, Article 90 of the Jeju Special Act(SPECIAL ACT ON THE ESTABLISHMENT OF JEJU SPECIAL SELF-GOVERNING PROVINCE AND THE DEVELOPMENT OF FREE INTERNATIONAL CITY) and Article 10 of the Judicial Police Duties Act(ACT ON THE PERSONS PERFORMING THE DUTIES OF JUDICIAL POLICE OFFICERS AND THE SCOPE OF THEIR DUTIES) should be revised so that police officials belonging to the Jeju Municipal Police can apply the same authority to investigate the autonomous police prescribed in Article 4 of the Police Act. At the same time, the Jeju Municipal Police should expand its investigation capabilities by allowing the same investigation authority to be included in the business agreement between the Jeju Governor and the Jeju Provincial Police Agency.

제주자치경찰이 제대로 역할을 잘하기 위해서는 제주자치경찰단과 제주도경찰청 간 의 효율적인 사무 분담을 통해 자치경찰의 사무범위를 실질적으로 확대하고 도민 생활 밀착형 치안서비스를 제공할 수 있어야 한다. 본 연구는 제주자치경찰단과제주도경찰 청 간 사무의 조정 및 배분과 관련된 주요 쟁점사항을 검토하고, 바람직한 조정방안을 도출함으로써 양 기관이 상호 동반 성장할 수 있는 정책적 방안을 모색하였다. 연구결과, 첫째, 국가경찰 인력의 이관이나 신규채용 인력의 확대를 통해 제주자치 경찰단의 절대 인력을 확충해야 한다. 이를 통해 치안행정과지방행정의 융합으로종합 행정서비스 제공의 모범사례로 손꼽히는 행복치안센터 운영의 내실화를 도모하고, 보 다 적극적으로 112 신고에 대응하도록 하며, 근본적으로 24시간 상시 근무체제를 도입 할 수 있도록 해야 한다. 둘째, 국가경찰 인력을 단계적으로 제주자치경찰단에 이관하고, 최종적으로는 교통 과 관련된 지역여건과 실정에 대한 높은 전문성과 노하우를 가진 제주자치경찰단이 교통경찰 활동 전체의 권한을 완전하게 이관 받는 것이 바람직할 것이다. 셋째, 현행범 체포 시 주거지에 대한 수색 권한 부여, 긴급체포권, 수배자 체포권 등 자치경찰이 ‘우리 동네 경찰관’으로서 보다 실질적인 초동조치권을 행사할 수 있도록 관련 법령을 개정해야 한다. 넷째, ｢경찰법｣제4조에 규정된 자치경찰의 수사 권한을 제주자치경찰단 소속 경찰 공무원도 동일하게 적용받을 수 있도록 ｢제주특별법｣제90조와 ｢사법경찰직무법｣제 10조를 개정해야 한다. 동시에 제주도지사와 제주도경찰청장의 업무협약에도 반영하여 동일한 수사 권한이 포함될 수 있도록 하여 제주자치경찰의 수사 역량을 확대해야 한다.
