Rainfall Frequency and Urban Flood Damage : Focused on Capacity Level of districts in Seoul, Korea

This paper attempts to construct a framework for uaban flood according to rainfall frequency. Based on this, the rainwater carrying capacity level and maximum stormwater runoff were calculated. This result was used to determine the the occurrence of urban flood in city of Seoul. As a result of analysis with 100-year frequency rainfall intensity, inland flooding occurred in 19 districts. The districts should prepare measures to prevent urban flood, focusing on measures to increase rainwater carrying capacity or reduce stormwater runoff. Based on the research results, future research tasks are suggested as follows. First, it is necessary to build various policy scenarios based on the calculated results. Second, it is necessary to review the effect of preventing inundation of inland water when it is put into the flood control project after securing a budget through the introduction of a tax such as rainwater tax. Lastly, research is needed to determine the level of direct and indirect economic damage caused by inland flooding.
