The purpose of this study is to explain the writing background, composition and contents, goals of the Son Byung-hee(손병희)’s 『the Preparatory age(準備時代)』 and 『the self-governing system for township(鄕自治)』. also The purpose of this study is to explain 『the self-governing system for township(鄕自治)』 in relation with 『the Preparatory age(準備時代)』. The contents of this study is as follow. in 1905, Son Byunghee( 손병희) wrote 『the Preparatory age(準備時代)』 and 『the selfgoverning system for township(鄕自治)』 at japan. at that time, Son Byung-hee(손병희) was in exile. 『the Preparatory age(準 備時代)』 was composed as introduction, body and attached 『the self-governing system for township(鄕自治)』. but in fact, 『the self-governing system for township(鄕自治)』 was a independent writing. Son Byung-hee(손병희) wrote 『the Preparatory age(準備時代)』 and 『the self-governing system for township(鄕自治)』 in order to preserve national sovereignty for korean empire government(大 韓帝國). at that time, japan tried to colonialize korean empire government(大韓帝國). in order to preserve national sovereignty for korean empire government(大韓帝國), Son Byung-hee(손병희) set up for national four goals. which were rich country, strong country, civilized country and free country. also in order to achieve for national four goals, Son Byung-hee(손병희) set up preparatory stages. his preparatory stages were composed with national preparatory stage, individual preparatory stage and local preparatory stage. so Son Byung-hee(손병희) named his writing as 『the Preparatory age(準備時代)』. individual preparatory stages were composed with spiritual preparatory stage and practical preparatory stage. and local preparatory stages were composed with the office of self-governing system for township(鄕務所), the township assembly(鄕會) and the township tax(鄕稅). the office of self-governing system for township(鄕務所) resembled to the administration of central government. and the township assembly(鄕會) resembled to the national assembly. also the township tax(鄕稅) resembled to the national tax(國稅) but Son Byung-hee(손병희)’s 『the Preparatory age(準備時代)』 and 『the self-governing system for township(鄕自治)』 were unrealistic. because the township tax(鄕稅) were unrealistic. furthermore, the emperor ko-jong(고종황제) and yang-ban(양반) would not accept the office of self-governing system for township(鄕務所) and the township assembly(鄕會). so we can conclude that Son Byung-hee(손병희) wrote 『the Preparatory age(準備時代)』 and 『the self-governing system for township(鄕自治)』 as last hope.

이 글은 『準備時代』와 『鄕自治』의 저술배경, 구성, 내용, 목표 등을 해명하고 『鄕自治』를 『準備時代』와 연결해 검토함으로써 본서의 저술배경, 구성, 내용, 목표 및 상관관계 등을 밝히고 당시 손병희가 구상하는 문명개화의 내용과 특징 및 의미 등을 밝히고자 하는 것이 목적이다. 이 같은 목적에 따른 연구 내용은 다음과 같다. 손병희는 1905년 일본 망명 중 『準備時代』와 『鄕自治』를 저술했다. 전체적인 면에서 볼 때 『準備時代』는 敍, 본문, 附 鄕自治의 3부분으로 구성되었다. 敍는 서문이고, 본문은 準備時代 본문이고, 附 鄕自治는 첨부 문서인 鄕自治란 의미이지만, 『鄕自治』는 독립저술로 첨부될 만큼 중요했다. 1905년 당시 대한제국은 열강의 사냥감 처지였다. 손병희는 이런 대한제국을 보존하기 위한 국가적 최종목표로 富國, 强國, 文明國, 自由國이라는 4대 綱을 세우고, 그 4대 綱을 실현하기 위한 국가적 준비단계로 法權, 鐵道權, 鑛山權, 關稅權 확립을 4대 目으로 제시하면서, 4대 目을 달성하기 위한 실천 지침으로 교육과 경제를 2대 經緯로 제시했다. 아울러 개인적 준비단계로서 단결심, 충의심, 근면심이라는 정신적 준비단계 그리고 협동, 勇氣를 鼓勵, 實業에 趣向이라는 실천적 준비단계를 제시했다. 『準備時代』는 바로 국가적 최종목표와 준비단계 그리고 개인적 준비단계를 제시하기 위해 저술했다. 반면 『鄕自治』는 『準備時代』에서 제시한 국가적 준비단계와 개인적 준비단계를 鄕이라고 하는 지방행정단위에서 실현하기 위한 방안들을 구체적으로 설명하기 위해 저술했다. 鄕自治를 위한 조직으로 손병희는 鄕務所와 鄕會를 제시했는데, 鄕務所는 鄕 行政을 담당하는 행정부, 鄕會는 鄕 입법을 담당하는 입법부 역할을 맡았다. 鄕會는 鄕 주민들이 公民을 대상으로 선출한 의원들로 구성되었고, 鄕務所는 의원들 중에서 선발된 鄕長 중심으로 구성되었다. 이런 면면에서 손병희의 鄕自治는 내각제형 자치라고 할 수 있다. 손병희의 鄕自治는 다분히 이상적 제안이었다. 우선 그 실현을 위한 재정마련이 비현실적이었다. 다음으로 鄕自治는 고종 황제는 물론 일본, 그리고 기득권층인 양반들 심지어 농민의 현실적 찬성을 끌어내기가 거의 불가능했다. 그러므로 『準備時代』와 『鄕自治』는 망국으로 치닫는 대한제국의 국권을 지키기 위해 만에 하나의 가능성을 기대하면서 손병희가 제시한 최후의 방안이라고 평가할 수 있다. 하지만 해방 후 현대한국에서 鄕自治가 실현되었다는 면에서 『準備時代』와 『鄕自治』는 선진적인 제안이었다고 평가할 수도 있다.
