Local governments are facing an increasing financial crisis due to the declining population due to low birthrate and aging population and the concentration of population in the metropolitan area. Local governments are making a lot of efforts to secure new tax revenues, but they are facing limitations with a strict tax system. Under these circumstances, the Furusato tax payment, which is a hometown tax that donates a certain amount to the hometown in Japan, has been institutionalized, giving great help to the financial shortage of local governments. There has been an increase in the claim that we must also institutionalize hometown love donations with reference to Japan. Although legislation on hometown love donations has not been enacted for a long time, the Hometown Love Donations Law has recently been enacted and is about to come into force in many discussions. Ahead of the enforcement of the Hometown Love Donation Act, subordinate laws and ordinances of local governments must be enacted in order for hometown love donations to achieve their original purpose. In this process, it is necessary to extend the concept of hometown to the region and specify specific requirements for the return gift to be offered at the time of donation. The punishment for breach of donation solicitation activities should be strengthened so that the punishment outweighs the benefits of the breach. Above all, local governments must enable donors to develop into what is called a "related population" in a sustainable manner in cooperation with the local community so that the donation activities of donors do not weigh on rewards. For this reason, local governments must clarify this in their hometown donation-related ordinances and stipulate specific measures. The central government should also support research and research on hometown donations, thereby strengthening the role of sponsors in supporting local governments' hometown donations. In order for the Hometown Love Donation Law, which is about to come into effect, to be properly established, it will be possible to remove the recognition that hometown love donations are a universal key for local finance and to cooperate with other policies of local governments.

저출산ㆍ고령화로 인한 인구감소와 수도권으로의 인구집중으로 인해 지 방자치단체의 재정은 점점 위기에 직면하고 있다. 지방자치단체는 새로운 세수확보를 위해 많은 노력을 기울이고 있지만 엄격한 조세체계에서 한계에 직면하고 있다. 이러한 상황에서 일본에서 고향에 일정금액을 기부하는 고 향세인 후루사토납세가 제도화되어 부족한 지방자치단체의 재정에 큰 도움 을 주고 있다. 일본을 참고로 하여 우리도 고향사랑기부금을 제도화하여야 한다는 주장이 증가하였다. 이에 최근에 많은 논란 속에서 고향사랑기부금 법이 제정되어 시행을 앞두고 있다. 고향사랑기부금법의 시행을 앞두고 고향사랑기부금이 본래의 목적을 실 현하기 위해서는 하위법령과 지방자치단체의 조례 제정이 이루어져야 한다. 이 과정에서 고향의 개념을 지역으로 확대하고, 기부시 제공하는 답례품에 대한 구체적인 요건을 규정하는 것이 필요하다. 기부금 모집활동의 위반에 대한 처벌을 강화하여 처벌이 위반으로 얻을 수 있는 이익보다 크도록 하여 야 한다. 무엇보다 기부자의 기부행위가 답례품에 치중되지 않도록 지방자 치단체가 기부자가 지역과 지속적으로 연계되어 소위 ‘관계인구’로 발전할 수 있도록 하여야 한다. 이를 위해 지방자치단체는 고향사랑기부 관련 조례 에서 이를 명확하게 하고 구체적인 방안을 규정하여야 한다. 중앙정부도 고 향사랑기부에 대한 조사와 연구를 지원하고 이를 통해 지방자치단체의 고향 사랑기부활동을 지원하는 후원자의 역할이 강화되어야 한다. 고향사랑기부금법이 제대로 정착하기 위해서는 고향사랑기부금을 지방재 정의 만능키라는 인식을 탈피하여 지방자치단체의 다른 정책과 연계될 수 있는 마중물로 인식되어야 할 것이다.
