Korea has ranked as the 10th largest economy worldwide, with trade amount that nearly surpasses 1.2 trillion US dollars and also thanks to the growing global attention with the Korean Wave, it has more than 2 million foreign nationals and more than 300,000 illegal residents. As the country is getting more and more attention the number of inbound travellers is steeply increasing and cross-border movement of goods are also surging in parallel. Nowadays, travellers' movement is closely related to the possibility of transnational crimes, including terror activities, so concerns are being raised about the increased transnational crimes such as terror attacks. Thus, there are complicated dynamics of simultaneous cross-border movement of multiple risk factors involving persons and articles. Therefore, our border protection tactics are also called to be reformed to apply uniform control over persons and goods. Today, Korea's border control system is still managed by multiple agencies respectively, with customs supervising the movement of goods and the immigration office managing travellers. A full-scale change in Korea's border management system must be demanded in order to apply proper control over complicated risk factors at the border and connect the movement of persons and goods with economic development and other positive outcomes. Through a series of studies and reviews, the EU has come up with an efficient border control system that collectively manages people and goods through cooperation, coordination, and sharing of risk intelligence among border agencies and created "an area of freedom, security and justice” that contributed to the economic development. Through an in-depth study on the EU's border management system, we could also remove barriers between the border agencies to enable cooperation, coordination and risk information sharing among competent agencies and construct a more efficient and meticulous border control regime. Based on this foundation, we will be able to pave a path to becoming an open yet safe country and contribute to national growth.

1조 2천억이 넘는 물량을 수출입하고 있는 세계 10대 경제대국이자, 한류로 전 세계의 주목을 받는 우리나라는 2백만 명 이상의 외국인이 체류하고 있으며 불법체류자도 30만 명이 넘는다. 높아진 위상으로 한국으로 오고자 하는 외국 인들의 숫자는 더욱더 많아지고 있고 이에 따른 물자의 이동도 엄청난 수준으 로 늘어나고 있다. 더욱이 과거와는 달리 사람의 이동이 단순한 형태를 벗어나 테러를 비롯한 각종 초 국경범죄의 발생과 연계됨에 따라, 테러나 초 국경범죄 의 증가도 충분히 예견된다. 즉, 인적 위험요소와 물적 위험요소가 함께 이동하 는 복잡한 형태의 움직임이 국경에서 벌어지고 있는 것이다. 따라서 국경에서의 대응도 이에 맞추어 사람과 물품을 통합적으로 관리 통제할 수 있도록 새롭게 개편되어야 할 필요가 있다. 현재 우리의 국경관리체계는 여전히 물품의 이동을 관장하는 세관과 사람의 이동을 관리하는 출입국이 사람과 물건을 별도로 통제 하는 상태에 머무르고 있다. 복잡성을 띠는 위험요소를 국경에서 효과적으로 적 절히 통제하면서 사람과 물품의 이동을 경제발전 및 기타 긍정적인 성과로 연 결하기 위해서 우리 국경관리제도의 대대적인 변화가 요구된다. EU는 오랜 기 간 각종 연구과 검토를 바탕으로 별도로 설치 운영되고 있는 국경관리기관들 간의 협력과 조정, 그리고 각종 위험정보의 공유를 통해 사람과 물품을 통합적 으로 관리하는 효율적 국경관리제도를 마련해 자유, 안전, 정의의 지대(an area of freedom, security and justice)를 창설함과 동시에 경제발전에 이 바지해 왔다. EU 국경관리제도에 관한 깊은 연구를 통해 우리도 국경관리기관 간 벽을 허물고 협력과 조정, 위험정보공유를 통해, 보다 효율적이고 치밀한 국 경관리제도를 구축할 때, 이를 바탕으로 개방적이면서도 안전한 국가는 물론 이 를 바탕으로 국가 성장 발전에 이바지할 수 있을 것이다.
