The Protestant evangelicals of Korea promoted the formation of the Korean civil movement by establishing the Citizen’s Coalition for Economic Justice (CCEJ) at the time when civil movement was taking shape after the mid-1980s. In addition to forming a civil organization, the Protestant evangelicals exerted an important influence in defining the characteristics of the nascent Korean civil movement by determining the discourse of the civil movement; the orientation and practice of the civil movement were defined as different from those of the popular movement before democratization, and were is based on the theological foundation of evangelicalism. This paper provides a comprehensive understanding of the history of the Korean civil movement and the political and social participation of Korean Protestants in its formation by showing that the Protestant evangelical movement substantially influenced the formation and early characteristics of the Korean civil movement. Section 2 examines the formation and characteristics of the Korean civil movement. After the mid-1980s, civil movements were distinct from the popular movement from the 1960s to the 1980s in their aim for gradual change, pursuit of the universal public good, and emphasis on the legality of initiatives and activities. Section 3 describes Protestant evangelicals’ leadership of the formation of the CCEJ, which is considered the beginning of the Korean civil movement. As the CCEJ had an integral role in the history of the Korean civil movement, Protestant evangelism directly influenced the formation of the Korean civil movement. Section 4 discusses how evangelical theology affected the CCEJ movement as evangelical social ethics, which criticize the ecumenical movement and Minjung (popular) theology and emphasize individual ethics, significantly influenced the CCEJ movement. Section 5 concludes the paper in arguing for the need for the current Korean Protestant Church to contribute to the development and expansion of the Korean civil movement.

한국의 개신교 복음주의 그룹은 1980년대 중반 이후 시민운동의 시대를 본격적으 로 준비하는 시기에 경제정의실천시민연합(이하 경실련)을 결성함으로써 한국 시민운 동의 형성을 촉진하는 역할을 하였다. 또한, 시민 단체의 결성과 함께 시민운동 담론 을 선점함으로써 초기 한국 시민운동의 성격을 규정하는 데 중요한 영향을 끼쳤다. 민중운동이 아닌 것으로서 시민운동의 성격을 규정하고 운동의 실천 방식에서도 민주 화 이전 민중운동의 그것과는 다른 지향을 분명히 하였다. 시민운동의 이러한 성격 규정은 복음주의의 신학적 토대에 근거한다. 본 논문은 개신교 복음주의 운동이 한국 의 시민운동 형성과 초기 성격 규정에 영향을 끼친 한 요인이라는 점을 밝힘으로써 한국 시민운동의 역사와 개신교의 정치·사회 참여에 대한 종합적인 이해를 돕고자 한 다. 2장에서는 한국 시민운동의 형성과 그 성격을 살펴본다. 1980년대 중반 이후 시민 운동은 체제 내적인 운동, 보편적인 공공선을 추구하는 운동, 합법적 방식을 강조한다는 점에서 1960~80년대 한국 사회운동의 성격과는 뚜렷하게 구별된다. 3장에서는 한 국 시민운동의 초석을 다진 것으로 평가되는 경실련의 결성을 개신교 복음주의 그룹 이 주도했음을 다룬다. 경실련이 한국 시민운동사에서 차지하는 위상이 큰 만큼, 개신 교 복음주의는 한국의 시민운동 형성에 중요한 영향을 끼쳤음을 알 수 있다. 4장에서 는 복음주의의 신학적 토대가 경실련 운동으로 이어지는 것을 보임으로써, 복음주의 운동이 한국의 시민운동의 형성과 성격 규정에 큰 영향을 끼쳤음을 보인다. 에큐메니 칼 운동과 민중신학을 비판하고 개인의 윤리를 강조하는 복음주의적 사회 윤리가 경 실련의 운동에 영향을 끼쳤음을 알 수 있을 것이다. 마지막 5장 결론에서는 현재 한 국 개신교회가 시민운동의 발전과 확장에 기여할 필요성을 논한다.
