Cultural heritages are valuable and valuable human cultural assets that contain the spirit of human culture as well as of any one nation, and emphasize conservation and restoration. Due to the policies of development and growth, we are often exposed to reports of cultural heritages being damaged and lost in the surroundings or in international news. The value of reflective modernity or post-industrial society emphasized in the modern society that has entered the post-industrial society is not emphasized. Still, the strengthening of cultural heritage policy for the preservation and restoration of cultural heritages is not only resistance from individuals or groups possessing cultural heritages, but also from the viewpoint of limiting private property rights in the surrounding communities, and there is great policy resistance against the preservation and safety of cultural heritages by the Cultural Heritage Administration. As a methodology for overcoming conflicts in the process of promoting cultural heritage safety policy, a cost-benefit methodology applicable to cultural heritages was presented. However, no matter how much the analysis results show that implementing a cultural heritage safety policy is valid from a cost-benefit perspective, the social consensus of the local community is important. From this point of view, it is important to form a consensus with social education about cultural heritage safety policy that social public interest has a more positive effect on the sustainability of their community than public policies that usually emphasize economic efficiency.

문화재는 어느 한 민족 뿐만 아니라 인류문화의 정신이 깃들어 있는 소중하고 보존할 가치 있는 인류문화의 자산이라고 하 며 보존과 복원을 강조한다. 개발과 성장이라는 정책들에 의하여 우리는 주변에서 혹은 국제뉴스에서 종종 문화재가 훼손 되고 멸실되어 가는 보도에 접하고 있다. 후기산업사회에 들어간 현대사회에서 강조하는 성찰적 근대성 내지 탈산업사회 의 가치가 강조되고 있지 못하다. 여전히 문화재의 보존과 복원을 위한 문화재 정책의 강화는 문화재를 소유하고 있는 개 인이나 집단의 저항 뿐만 아니라 주변의 공동체에서도 사적 재산권의 제한이라는 관점에서 문화재청의 문화재 보존 및 안 전에 정책저항이 크다. 문화재 안전 정책을 추진하는 과정에서 갈등을 극복하기 위한 방법론으로 문화재에 적용 가능한 비 용편익 방법론을 제시하였다. 그러나 아무리 분석결과치가 문화재안전 정책을 추진하는 것이 비용편익적 관점에서 타당 하다는 결론이 도출되었다 해도 해당 지역의 공동체의 사회적 합의가 중요하다. 이러한 관점에서 평상시에 경제적 효율성 을 중시하는 공공 정책보다는 사회적 공익이 결국은 자신들의 공동체의 지속가능성에 더욱 긍정적인 영향을 미친다는 문 화재 안전정책에 대한 사회적 교육과 공감대를 형성하는 것이 중요하다고 본다.
