The purpose of this research is to understand the psychological experience of the maritime police officers’ regarding the process of responding to the Sewol ferry disaster and internal, external organizational changes, and to explore the meaning. To this end, one-on-one in-depth interviews were conducted with 10 maritime police officers who worked at sites and the meaning of the experience was analyzed by phenomenological method. As a result, psychological experiences were classified into 7 theme clusters, 18 themes, and 53 subthemes. The meaning of these psychological experiences was analyzed as an injury to the professional identity of the police that rescue and protect, a loss of leadership expectations from the organization in uniform, and a loss of public trust and pride. These findings are significant in that they offer a new perspective on psychological experiences that are not explained by PTSD or post-traumatic growth, and propose interventions at the organizational, policy, and psychosocial levels that take these perspectives into account.

이 연구의 목적은 세월호 침몰 사고의 대응 과정과 조직의 내·외부적 변화에 대한 해양경찰공무원들의 심리적 경험을 밝히고, 의미를 탐색하는 것이다. 이를 위해 세월 호 침몰사고 당시, 현장근무를 경험한 해양경찰공무원 10명과 일대일 심층면담을 수 행하고 현상학적 방법을 적용하여 경험의 의미를 분석하였다. 분석결과, 심리적 경험 은 7개의 구조, 18개의 중심의미, 53개의 의미단위로 분류되었다. 7개의 구조는 ‘블랙 스완-나도 조직도 접하지 못한 비상식적 상황의 발발’, ‘전쟁터와 맞닥뜨리다’, ‘내 마 음도, 조직도 소용돌이 속으로’, ‘말 못할 죄인으로의 전락’, ‘불 꺼진 터널 끝에서 만 난 경직성과 변화’, ‘아픔이 일으킨 확장과 위축-세월호의 상흔’, ‘깊은 침묵에 갇힌 목 소리-최선과 한계 사이의 간극’으로 나타났다. 이러한 심리적 경험의 의미는 ‘구하고 지키는 경찰’이라는 직업정체성의 손상, ‘제복조직 리더십에 대한 기대’의 손상, ‘국민 의 신뢰와 자부심’의 손상으로 분석하였다. 본 연구결과는 PTSD나 외상후 성장으로 설명되지 않는 심리적 경험에 대해 새로운 시각을 제시하였다는 의의가 있으며 이러 한 관점이 고려된 조직적, 정책적, 심리사회적 차원의 개입방안을 제안하였다.
