The purpose of this study is to suggest the expected effects and concerns of Seoul REITs, that effectiveness has not been clearly confirmed. Particularly, through the current status analysis and empirical analysis of Seoul REITs and Seoul Housing and Commuities Corporation(SH), we identified whether the establishment of Seoul REITs contributed to the improvement of the financial structure of SH, and suggested concerns that could serve as guidelines for better operation of Seoul REITs in the future. The result shows that the financial status of the SH such as liquidity, debt ratio, return on sales were improved due to the establishment of Seoul REITs Moreover it could overcome the limitations of the SH as a local public corporation, such as licensing, debt ratio regulation, financing, and feasibility study, so it is expected to promote the supply of public rental housing more quickly and smoothly. On the other hand, concerns were also suggested that private borrowing was not easy due to the low profitability of public rental housing, and business feasibility reviewmay be insufficient even though public resources were invested.

서울리츠는 공공임대주택의 신속하고 원활한 공급을 위해 설립된 부동산 간접투자신탁으로, 재원조달의 다양화, 지방공기업 등 공공기관이 갖는 규제로부터의 자유로움, 그리고 서울주택도시공사의 재무건전성 제고 등의 효과를 기대하며 설립되었다. 그러나 이후 서울리츠 4호까지 설립되었음에도 불구하고 여전히 실효성에 대한 의견이 엇갈리고 있는 것이 현실이다. 이에 본 연구는 서울리츠와 서울주택도시공사에 대한 현 황분석 및 실증분석을 통해 서울리츠의 기대효과와 우려사항을 제시한다. 본 연구에서는 서울리츠의 설립으로 서울주택도시공사의 유동성, 안정성, 수익성 등 재무구조가 개선되었음을 실증하였고, 지방공기업으로 서 인허가, 부채비율, 재원조달, 타당성조사 등 사업추진에 제약이 존재하는 서울주택공사의 한계점을 극복할 수 있어 보다 신속하고 원활하게 시세 대비 저렴한 공공임대주택 공급을 추진할 수 있다는 기대효과를 제시하였다. 반면 공공임대주택의 낮은 수익성으로 민간차입이 원활하지 않아 리츠 본연의 기능을 발휘하지 못하고, 공적 자원이 투자된 사업임에도 면밀한 검토가 부족할 수 있다는 우려사항 역시 제시하였다.
