The purpose of this study is to derive the local government's strategy to the new government's direction for decentralization, focusing on the case of Jeollabuk-do. To this end, the policies related to decentralization of the previous governments and the new government tasks were examined in terms of administrative decentralization, fiscal decentralization, and political decentralization. In addition, in order to derive a tailored strategy for Jeollabuk-do, the decentralization conditions of Jeollabuk-do were analyzed through statistical data such as population, revenue size, and financial independence. In addition, KMeans cluster analysis was conducted to objectively analyze the conditions of other local governments and Jeollabuk-do. Through this, four strategic tasks for Jeollabuk-do were derived using the SWOT analysis framework. The response strategy of Jeollabuk-do proposed fromthis study is as follows. The first is 'building a mega city in the area'. Jeollabuk-do has a geographical advantage in being close to other metropolitan areas such as Chungbuk and Jeollanam-do. It also has the advantage of havingmore civil servants than other local governments. The newgovernment plans to increase regional competitiveness by establishing a super-wide regional government (mega-city) through national tasks such as strengthening the capacity of local governments. Therefore, Jeollabuk-do needs to promote Saemangeum mega-city, build core infrastructure such as Saemangeum airport, roads, and railroads, and maximize synergy effects between infrastructure and industries by nurturing new industries such as carbon industry. Second, the 'expansion of the role of local councils' strategy corresponds to a political decentralization task that enhances the democratic value of decentralization by strengthening the role and responsibility of local councils. To this end, it was proposed to institutionalize the strengthening of local legislative power, institutionalize the evaluation system for ordinance legislation, and strengthen the capacity of local councils. Third, it is a strategy of 'promoting strategic transfer of office work'. The new government's policies to strengthen decentralization and strengthen local financial power can cause human andmaterial burdens on autonomous local governments. Therefore, it is necessary to secure the actual transfer of authority with autonomy and proportionally secure financial resources according to the transfer of office work. Fourth, it is a strategy of 'improving financial independence'. Jeollabuk-do needs to establish a strategy for fiscal decentralization due to its low population, high aging rate, low revenue level and low fiscal independence. To this end, measures to expand local subsidy tax, strengthen local fiscal soundness, and expand independent financial resourceswere presented.

본 연구는 신정부의 지방분권 추진 방향에 대한 지방자치단체의 대응 전략을 전라북도의 사례를 중심으로 도출하는 것을 목적으로 한다. 이 를 위해 역대 정부의 지방분권 관련 정책과 신정부의 국정과제를 행정 분권, 재정 분권, 정치 분권의 측면에서 살펴보았다. 아울러, 전라북도의 맞춤형 대응 전략을 도출하기 위해 전라북도의 지방분권 여건을 인구, 세입 규모, 재정자립도 등 통계자료를 통해 분석하였다. 또한, 타 지방자치 단체와 전라북도의 여건을 객관적으로 분석하기 위하여 K-means 군집분석을 실시하였다. 이를 통해 SWOT 분석 틀을 활용하여 전라북도의 전 략과제 네 가지를 도출하였다. 본 연구에서 도출한 전라북도의 대응 전략은 다음과 같다. 첫째, ’강소권 메가시티 건설‘ 이다. 전라북도는 지정학 적으로 충북, 전남 등 다른 광역권과 근접한 지리적 이점을 가지고 있다. 또한 타 지방자치단체에 비해 많은 공무원을 보유하고 있는 장점이 있 다. 신정부는 지방자치단체 간 역량 강화 등 국정과제를 통해 초광역 지역 정부(메가시티)를 설치하여 지역 경쟁력을 높일 할 계획이다. 따라서 전라북도는 새만금 메가시티 조성을 추진하여 새만금 공항, 도로, 철도 등 핵심인프라를 구축하고, 탄소 산업 등 신산업을 육성하여 인프라와 산 업 간 시너지 효과를 극대화할 필요가 있다. 둘째, ’지방의회 역할 확대‘ 전략은 지방의회 역할과 책임성을 강화하여 지방분권의 민주주의 가치를 높이는 정치 분권 과제에 해당한다. 이를 위해 지방입법권 강화 제도화, 조례 입법 평가제도 제도화 및 지방의회 역량 강화의 방안을 제시하였다. 셋째, ’전략적 사무이양 도모‘ 전략이다. 신정부의 지방분권 강화, 지방재정력 강화 정책은 자치 지방자치단체의 인적, 물적 부담을 일으킬 수 있 다. 따라서 자율성이 확보된 실질적 권한 이양과 사무이양에 따른 재원의 비례적 확보가 필요하다. 넷째, ’재정의 자주역량 제고‘ 전략이다. 전라 북도는 낮은 인구, 높은 고령화비율, 낮은 세입 수준 및 낮은 재정자립도로 재정 분권을 위한 전략 수립이 필요하다. 이를 위해 지방교부세 확대, 지방재정 건전성 강화 및 자주재원 확충의 방안을 제시하였다.
