In order to solve the serious unemployment problem after COVID-19, the government announced the Korean version of the New Deal comprehensive plan to create 1.9 million jobs by 2025. However, the New Deal requires a long time to train professional skilled workers. In order to solve these problems, the government should develop vocational training programs at the beginning of the policy and conduct educational training accordingly. Gyeonggi Province announced the Gyeonggi-do New Deal policy for the first time in local governments as a way to boost the economic recession caused by COVID-19 and solve the unemployment problem. In order to create jobs in response to the Gyeonggi New Deal, it is eventually required to be embodied in ordinances. And the following shall be reflected in these ordinances: First, the subject of job creation through vocational training reflecting the Gyeonggi New Deal policy should be established. Second, the contents of the composition of a labor-management consultative body for the practicalization of vocational training to reflect the New Deal policy should be included in the ordinance. Third, the outline of the vocational training program reflecting the New Deal should be reflected in the ordinance. Fourth, for example, vocational training support measures reflecting the New Deal, such as education allowances, learning consulting, overseas training, and job placement, should be included in the ordinance. To this end, a plan to partially revise the existing ordinances to supplement the contents of vocational training reflected in the New Deal policy may be considered. However, it is considered a better idea to prepare a separate ordinance (tentative name) on vocational training support related to the New Deal in Gyeonggi Province.

코로나19 이후 심각한 실업문제를 해결하기 위해 정부는 한국판 뉴딜 종합계 획을 발표하여 2025년까지 190만 개 일자리를 창출할 것이라고 밝혔다. 하지만 뉴딜정책을 구현하기 위해서는 전문적인 기술을 갖춘 인력 양성이 요구되는데, 이는 오랜 시간이 필요하다. 이러한 문제를 해결할 수 있도록 정부는 정책 초기 에 직업훈련 프로그램을 개발하고 이에 맞는 교육훈련을 진행해야 한다. 경기도 는 지방자치단체로서는 처음으로 코로나19로 인한 경기침체를 부양하고 실업문 제를 해결하는 방안으로 경기도형 뉴딜정책을 발표했다. 경기도형 뉴딜정책에 대응한 일자리를 창출하기 위해서는 결국 조례로 구체화하는 것이 요구된다. 그 리고 이러한 조례에는 다음의 사항이 반영되어야 한다. 첫째, 뉴딜정책을 구현하 기 위한 직업훈련과 일자리 창출 업무의 주체가 설정되어야 한다. 둘째, 뉴딜정 책을 대비한 직업훈련의 실질화를 위해 노사정 협의체 구성의 내용이 조례에 포 함되어야 한다. 셋째, 뉴딜정책을 반영한 직업훈련 프로그램의 윤곽이 조례에 반 영되어야 한다. 넷째, 예를 들어 교육수당, 학습컨설팅, 해외연수 및 취업알선 등 과 같은 뉴딜정책을 반영한 직업훈련 지원방안이 조례에 포함되어야 한다. 이를 위해 기존의 조례를 일부 개정하여 뉴딜정책을 반영한 직업훈련의 내용을 보완 하는 방안이 고려될 수 있다. 하지만 아예 경기도 뉴딜정책 관련 직업훈련 지원 에 관한 조례(가칭)를 별도로 마련하는 것이 보다 나은 방안으로 판단된다.
