Korea's super-low birth rate and aging population are increasing at an unprecedented speed in the world. Now without the elderly population, it has become difficult to expect the productivity promotion. In this situation, considering the formation of a new working age population through the rise of retirement age may be the most ideal alternative to maintaining the country's productivity. In the long run, it would be desirable to abolish the retirement age like in the United States or in the United Kingdom. But in the case of Korea seniority based wage system is still maintained, so the uniform retirement age system is still reasonable and fair. Therefore, rather than abolishing the retirement age immediately, it is more efficient to gradually raise the retirement age in connection with the pension age like in Germany or in Japan. In this paper, we first look at the background of the discussion on the rise of the retirement age of public officials and the contents of the retirement age system in Korea. Next, we will examine the models of rise of the retirement age, and find ways to improve national competitiveness in line with the decrease of labor force while minimizing the government's financial burden.

우리나라의 초저출산과 고령화는 세계에서 유례가 없이 빠르게 진행되고 있 다. 이제는 노령인구를 생산활동에서 제외하고는 성장동력을 기대하기 어렵게 되었다. 이러한 상황에서는 정년연장을 통한 새로운 생산인구의 형성을 고려하 는 것이 국가의 생산성을 유지하는 가장 이상적인 대안일 수 있다. 우리나라의 경우 장기적으로는 정년제를 미국이나 영국과 같이 폐지하는 방향 이 바람직하겠지만, 연공급적인 보수체계가 여전히 유지되고 있으므로 아직은 일률적 정년제가 현실적이라고 본다. 따라서 정년을 당장 폐지하기보다는 독일 또는 일본과 같이 정년제를 공적 연금의 수급연령과 연계하여 점차적으로 개선 해 나가는 것이 더 효율적이라고 본다. 일괄적 정년연장방안은 공무원 인력 계 획과 정부 재정에 과도한 부담을 줄 수 있으므로 단계적 정년연장방안을 고려하 되 그 대상을 순차적으로 확대하는 방안이 부작용을 최소화할 수 있을 것으로 보인다. 이 논문에서는 우선 공무원의 정년연장의 논의의 배경과 정년제도의 내용을 살펴본다. 이어 정년연장의 유형을 알아보고 정년연장이 정부의 재정부담을 최 소화하면서 초고령화 사회로의 진입에 따른 노동인력 감소에 맞춰 국가 경쟁력 을제고할 수 있는 방안을 모색해 본다.
