This study analyzes the effect of economic fluctuations on patent applications considering that there are few studies on the effect of economic growth on patent applications. As an analysis model, the time series regression analysis model between patent applications-R&D-GDP proposed by Hingley & Park (2017) was applied. To this end, the analysis data were used Intellectual Property Statistics (1947~2020) released by the Korean Intellectual Property Office, Research and Development Activity Survey (1976-2019) released by the Ministry of Science and ICT, and Real GDP (1953-2020) among national accounts released by the Bank of Korea. As a result of the analysis, the following three points could be confirmed First, Korean patent applications have pro-cyclic characteristics. Second, the current patent application was affected by past patent applications. Third, the current patent application had a strong effect on the R&D activities two years ago. These suggest that the continued increase in the number of patent applications in Korea despite the recent economic downturn due to the COVID-19 pandemic is a combination of expectations for an economic rise, patent application inertia, and recent increase in R&D investment.

본 연구는 특허출원이 경제성장에 영향을 미친다는 연구는 다수지만 경제성장이 특허출원에 미치는 영향에 관한 연구는 그리 많지 않다는 점에서 착안하여 경제성장 지표로 활용되는 국내총생산(GDP)을 경기변동의 설명변수로 활용하여 경기변동이 특허출원간에 미치는 영향을 분석한다. 분석 모형으로 Hingley & Park(2017)가 제시한 특허출원-연구개발-GDP간 시계열 회귀분석 모형을 적용하였는데 이를 위해 특허출원 데이터는 특허청의 ‘지식재산권통계(1947~2020)’, 연구개발비 데이터는 과학기술정보통신부의 ‘연구개발활동조사(1976~2019)’, GDP 데이터는 한국은행의 ‘국민계정 중 실질 GDP(1953~2020)’를 활용하였다. 분석 결과 다음의 세 가지 사항을 확인할 수 있었다. 첫째, 우리나라 특허출원은 경기순행적(pro-cyclical) 특성을 가짐을 확인하였다. 둘째, 현재의 특허출원은 과거의 특허출원에 영향을 받음을 확인하였다. 셋째, 현재의 특허출원은 2년 전의 연구개발활동의 영향이 강하게 작용함을 확인하였다. 이는 최근 코로나 19 팬데믹으로 인해 경기 침체국면이 지속되고 있는 가운데서도 국내 특허출원건수가 지속적으로 증가하고 있는 것은 코로나 19 위기 이후 경기 상승 기대감, 특허출원 관성, 최근 연구개발투자 증대가 복합적으로 작용한 것이라는 것을 시사한다.
