This study attempted to find a solution to the security and crisis management of the Korean Peninsula in Korea-Japan relations. North Korea’s nuclear and missile risks are increasing, which acts as a serious security threat to South Korea and is in desperate need of crisis management. In the international system, the state responds by choosing alliances and cooperation in consideration of its national power. Considering the unstable security situation in which North Korea’s nuclear and missile risks are increasing, dialogue and compromise with North Korea are also important, but crisis management should be carried out through military preparations. GSOMIA is an agreement signed between allies, and many developed countries have signed and maintained. GSOMIA can be a momentum or leverage that can be developed through military cooperation or military exchanges while facilitating information exchange between the two countries by mutually prescribed methods. While considering the international situation in Northeast Asia and the domestic political situation, it is necessary to consider GSOMIA from the national interest and military perspective for crisis management on the Korean Peninsula.

본 연구는 한반도의 안보 및 위기관리에 대한 해결점을 한일 관계에서 찾고자 하였다. 북한의 핵과 미사일 위험은 점증하고 있으며, 이는 한국의 심각한 안보위협으로 작용하여 위기관리가 절실한 시점이다. 이는 한국뿐만 아니라 일본에게도 공동의 위협이 된다. 자유민주주의와 시장경제를 추구 하는 이념이 유사할 경우 공동의 적에 대해 동맹의 체제를 유지하며 위협에 대비하는 게 일반적이 다. 국가는 국제체계 속에서 자국의 국력을 고려하여 동맹과 협력을 선택하며 대응해 나간다. 북한의 핵과 미사일 위험이 점증하고 있는 불안한 안보상황을 고려 시 북한과의 대화와 타협도 중요하지만, 군사적 대비를 통해 위기관리를 해나가야 한다. GSOMIA는 동맹국들 사이에서 체결하는 협정이며 많은 선진국들도 체결해왔고, 또한 유지하고 있다. GSOMIA는 양국이 상호 규정된 방법에 의해 정보 교환을 원활히 하면서, 군사협력이나 군사교류 등으로 발전 가능한 모멘텀이나 레버지리가 될 수 있다. 동북아 국제정세를 고려하고 국내정치적 상황도 감안하되, 한반도 위기관리를 위한 국익과 군사적 관점에서 GSOMIA를 고려할 필요가 있다.
