In this paper, the purpose is to develop a crime index for tourist destinations that provides objective and systematic standards for effective crime prevention and crime victim support activities in tourist destinations. This study is to develop tourism crime indicators that are not yet researched and systematized. Due to the lack of objective and systematic data related to tourism crime, variables related to tourism crime are derived based on national development indicators, investigated. As for the analysis results, the final tourist destination crime index was developed through in-depth interviews with tourism experts randomly selected in a bottom-up method. By using the developed tourist crime index, some policy implications were presented for the tourist crime policy. First, the factors affecting crime occurrence and crime damage in tourist destinations were analyzed, and standards for establishment, execution and evaluation of tourism crime policies were presented. Second, crime indicators for various tourism crimes that actually occur in tourism sites were developed and measures were presented. Third, a policy alternative was presented to prevent crime by using crime indicators in tourist destinations, to enhance travel satisfaction and to induce tourists to revisit through safe and pleasant travel. This study will provide the basic data and information on tourism crime by deriving the final draft of the tourist crime index for domestic and foreign tourists so that tourists can travel safely from the threat of crime. In addition, policy alternatives will be presented for the utilization of crime indicators in tourist destinations and the use of crime indicators by policy institutions, and academic utilization can also be expected.

본 연구에서는 관광지의 효과적인 범죄예방 및 범죄피해 지원 활동에 대한 객관적이고 체계적인 기준을 제시하는 관광지 범죄 지표 개발에 목적이 있다. 본 연구는 아직 연구의 부족과 체계화 되지 않은 관광지 범죄지표를 개발하는 것으로 관광범죄와 관련 된 객관적이고 체계적인 자료가 존재하지 않아 국가발전지표를 토대로 관광범죄와 관련된 변수를 도출한 후, 일반 시민을 대상 으로 설문 조사를 하였다. 그 분석결과에 대해서는 Bottom-up 방식으로 임의로 선정한 관광 전문가의 심층적인 인터뷰를 통하 여 최종적인 관광지 범죄지표를 개발하였다. 개발된 관광지 범죄 지표를 활용하여 관광지 범죄정책에 몇 가지 정책적 시사점을 제시하였다. 첫째, 관광지에서의 범죄 발생과 범죄피해에 대한 영향요인을 분석하고, 관광범죄정책의 수립과 집행 및 평가 기준 을 제시하였다. 둘째, 실제로 관광현장에서 발생하는 각종 관광 범죄에 대한 범죄지표를 개발하고 활용방안을 제시하였다. 셋째, 관광지 범죄지표를 활용하여 범죄를 예방하고, 관광객들이 안전 하고 쾌적한 여행을 통하여 여행만족도 제고와 관광객의 재방문 을 유도하는 정책적 대안을 제시하였다. 본 연구는 국내외 관광 객에게 관광지 범죄지표의 최종안을 도출하여 관광범죄에 대한 기초자료와 정보를 제공하여 관광객이 범죄의 위협으로부터 안 전한 여행을 가능하도록 할 것이며, 관광지 범죄지표 개발목적에 부합한 활용방안과 정책기관의 범죄지표 활용에 정책적 대안을 제시할 것이다. 이와 함께 연구의 학문적 활용방안도 기대할 수 있을 것이다.
