This paper discusses ways of improving subsidy programs by focusing on the operation of Integrated Government Subsidies Management System (hereafter, system). Due to the information asymmetry between the fiscal authorities and the entities receiving government subsidies, issues such as duplicated and fraudulent supply of government subsidies, and inefficiency of government subsidy programs were frequently raised. Thus, to address the aforementioned issues and to enhance fairness of subsidy programs through disclosing transparent information, the system was established in 2017. However, for about 5 years after the system establishment, the issues have not been solved yet. From an ‘accounting’ point of view, the ways of improving subsidy programs by focusing on the system are as follows. First, governance providing useful information should be built. Second, input data style and format should be standardized. Third, relevant subsidy program information should be provided in a timely manner. Lastly, utilizing accounting expert (e.g., CPA) not only as external auditors but also as subsidy program consultants may support the efficient and effective management of subsidy programs. Collectively, the system improvements enhance effective resource allocation and fiscal sustainability, ultimately increasing accountability and social welfare.

본 연구는 e나라도움(국고보조금통합관리시스템)을 중심으로 보조사업 관리체계의 개선방안을 논 의하고자 한다. 국고보조사업의 재정당국-보조사업자간 정보비대칭으로 국고보조금 중복･부정수급, 관리비효율 등의 문제가 빈번히 제기되었다. 이에 2017년 국고보조금 중복･부정수급의 방지, 보조사 업의 업무 효율성 제고, 정보공개를 통한 투명성 증진을 위하여 e나라도움을 구축하였다. 하지만 5년 이 지난 현재까지도 기존의 문제들은 여전히 해소되지 않고 있다. 본 연구는 e나라도움을 통한 보조사업 관리체계 개선방안을 ‘회계’ 관점에서 다음과 같이 제시한다. 첫째, 보조사업관련 유용한 정보를 제공할 수 있는 거버넌스를 구축하고, 둘째, 자료입력 및 양식의 표 준화를 수행하며, 셋째, 보조사업관련 유용한 정보를 적시에 제공하여 정보이용자의 의사결정에 영향 을 미칠 수 있어야 한다. 마지막으로, 회계전문가의 위탁정산･감사용역뿐만 아니라 자문용역을 제공하 여 효율적이고 효과적인 국고보조사업관리를 지원할 것을 제안한다. e나라도움이 정보이용자의 의사 결정목적과 회계책임을 달성할 수 있는 유용한 정보를 제공하여 한정된 자원의 효율적 배분과 국가재 정의 건전성을 제고하고, 궁극적으로 사회후생의 극대화에 기여하기를 기대한다.
