With the recent emergence of emerging security threats around the world, there is a remarkable trend of domestic priority in international issues linked to the interests of each country. Since the Trump administration, the U.S. has advocated so-called "American First," and has implemented foreign and economic policies that put U.S. interests first in the international order, and President Biden has also advocated "Buy America." In particular, the U.S. government is opening up the defense procurement market by envisioning a reorganization of global supply chains with 28 allies through the Reciprocal Defense Procurement Memorandum of Understanding(RDP MOU) system. On May 21, the leaders of the two countries shared the importance and necessity of signing a Reciprocal Defense Procurement Memorandum of Understanding(RDP MOU) to continue the future-oriented developmental The Republic of Korea-U.S. alliance. In this study, we would like to present the future direction of The Republic of Korea-U.S. Reciprocal Defense Procurement Memorandum of Understanding(RDP MOU), focusing on the Biden administration's promotion of Buy America among the current U.S. Preferred Purchase Act(BAA).

최근 전 세계적으로 신흥 안보 위협이 대두되면서 각국의 이익과 결부된 국제적 현안에 있어 자국 우선주의 경향이 두드러 지게 나타나는 추세이다. 미국은 지난 트럼프 행정부 시절부터 이른바 미국 우선주의(American First)를 주창한 가운데 국제 질서에서도 미국의 이익을 최우선시하는 외교 및 경제 정책을 시행하였고, 바이든 대통령도 미국산 우선구매(Buy America) 를 표방했다. 특히, 미국 정부는 상호국방조달협정(RDP MOU) 제도를 통해 우방국 28개 협정 체결국들과 글로벌 공급망 재편을 구상 하면서 국방조달 시장을 개방하고 있다. 지난 5월 21일에는 한미 양국 정상이 미래 지향적인 발전적 한미동맹 지속을 위해 상호국방조달협정(RDP MOU) 체결의 중요성과 필요성을 공감한 계기가 됐다. 본 연구에서는 현행 미국산우선구매법(BAA) 중 바이든 행정부의 바이 아메리카(Buy America) 추진동향을 중심으로 향후 한미 상호국방조달협정(RDP MOU) 추진방향에 대해 제시해보고자 한다.
