This study aims to examine the problems of CPTED-related ordinances of 17 metropolitan local governments and present improvement measures. The current study analyzed a total of 37 ordinances related to CPTED by searching three keywords from the National Legal Information Center of the Ministry of Government Legislation: Crime Prevention, Design, and Environmental Design. Additionally, three important factors for effective CPTED projects were extracted from the cases that won the presidential commendation at the Korea Crime Prevention Awards. As a result of the analysis, it was possible to confirm the importance of strengthening the cooperation system with the police, strengthening support for crime-vulnerable households, and the composition of a CPTED project consultative body. A total of 13 areas were stipulated as mandatory for cooperation with police in the ordinance, and only four areas were stipulated for support for crime-vulnerable households. There were five areas that specified the contents of the consultative body, and a total of seven other areas did not specify the competent department of the ordinance, and a total of five areas that seemed to be nominal because the ordinance was not revised for more than five years. Based on these results, improvement measures and limitations were discussed.

이 연구는 17개 광역지방자치단체의 셉테드 관련 조례에 관한 문제점을 살펴보고 개선 방안을 제시하는 것을 목표로 한다. 연구방법으로는 법제처 국가법령정보센터에서 범 죄예방, 디자인, 환경설계 총 3가지 키워드만 검색한 결과를 토대로 정리하였다. 정리 한 총 37개 조례를 행정안전부 지방자치단체 합동평가 지표매뉴얼에 수록된 셉테드 사 업 우수지역 평가지표의 기준을 참고하여 마련한 분석틀을 가지고 분석하였다. 또한 대한민국 범죄예방대상에서 대통령표창을 수상한 사례를 조례 분석틀에 적용하여 셉테 드 사업 추진에 있어서 중요한 요소가 무엇인지 도출하였다. 분석결과, 경찰과의 협력 체계 강화, 범죄취약가구 대상 지원 강화, 사업추진협의체 구성의 중요성을 확인할 수 있었다. 조례에 경찰과의 협력이 의무사항으로 명시되어 있는 곳은 총 13개 지역이었 고, 범죄취약가구 대상 지원에 관한 내용이 명시되어 있는 곳은 단 4개 지역 뿐이었 다. 협의체 구성에 관한 내용을 명시한 곳은 5개 지역이었고, 이 외에도 조례의 주관 부서가 명시되어 있지 않은 지역은 총 7곳이며, 5년 이상 조례의 개정이 이루어지지 않아 유명무실해 보이는 지역은 총 5곳이었다. 이러한 결과를 바탕으로 개선방안을 논 의하였다.
