So far, Korean labour policies have not been evaluated as successful not because they used “microeconomic ineffective method”, but because they made “macroeconomic linkless policies” based on analysis and interpretation through “the perspective of the past.” Therefore, in order to seek the right direction of labour market-related policies in the course of the Korean economy taking off once again, this paper analyzed the labour market system and policies by using the institutional economic analysis frame. Analyzing the problems of the Korean labor market from an institutional perspective, the internal specificity of Korea’s development process and the external institutional specificity of neoliberal hegemony could define the ‘path dependence’ of the Korean labor market. The measures to break away from the path dependence of the Korean labor system in this paper could be summarized into five main ways: (i) transformation of economic and industrial structure, (ii) overcoming the specificity of the Korean developmental state, (iii) accurate recognition of the Korean labor market, (iv) normalization of perception for the Korean labor market system, and (v) establishment of inclusive labor relations.

한국 노동시장의 문제가 지속되고 있는 이유는 지금까지의 정책들이 미시적으로 효과가 없었기 때문이 아니라 거시적으로 연결고리를 생각하지 않았고, 기존의 시각에 기초한 분석과 해석을 바탕으로 만들었기 때문이었다. 따라서 본 논문은 한국 경제의 재도약 과정에서 노동시장 관련 정책들의 올바른 방향을 모색하기 위하여 제도경제학적 분석틀을 이용해서 노동시장제도와 정책을 분석하였다. 제도경 제학적 시각으로 한국 노동시장의 문제점을 분석해보면, 한국의 발전과정에서 형성된 ‘발전국가’와 ‘신자유주의 헤게모니’라는 내·외부적 제도적 특수성이 한국 노동시장의 ‘경로의존성’을 규정할 수 있었는데, 이에 한국 노동시장에서 여전히 해결되지 않고 있는 여러 문제점을 극복하기 위한 근본적인 방법은 한국 노동제도가 가지고 있는 경로의존성에서 탈피하는 방안을 찾는 것이었다. 본 논문에서 제시하는 한국 노동제도의 경로의존성을 탈피하기 위한 방안은 경제·산업구조의 전환, 발전국가라는 특수성 극복, 한국 노동시장 특수성에 대한 정확한 인식, 노동시장제도에 대한 인식의 정상화, 포용적 노사관계의 정립 등 5가지로 크게 요약할 수 있었다. 그리고 한국 노동시장이 의존하고 있던 경로에서 탈피하고 새로운 노사관계를 정립하기 위해서는 노동과 자본의 관계를 재조정 하여, 정책들이 전후 서유럽 국가들에서 경험한 바와 같이 안정적인 성장을 회복하고 소득 분배를 개선하는 방향이어야 할 것이며, 특히 노동체제, 보다 하위의 개념으로서의 노사관계와 관련해서는 조정(coordination)의 정도를 높이려는 노·사·정의 협조 행동이 요구되며, 이를 어떻게 이끌어 낼 것인가와 같은 현실적인 논의도 활발해져야 한다는 결론에 도달할 수 있었다.
