Karl-Otto Apel describes the most characteristic phenomenon of modern society as the problem of globalization. Apel divides the globalization problem into primary globalization, which is globalization as a fact, and secondary globalization, which is globalization that philosophical reason must lead. Through this argument, Apel translates his philosophical position into a global ethical problem, that is, a macroethics. As a new universal ethics in the era of globalization, macroethics can have significant implications for our moral education. First, Apel’s seventh stage of responsibility ethics, presented as a criticism of Kohlberg’s theory of moral development, can act as a regulatory ideology for a long-term strategy needed to solve global ethical problems. Next, in relation to the problem of a desirable methodology that moral education can utilize as a basis for realizing macroethics, a new discussion model incorporating discourse ethics can be presented as a new alternative.
