Since the importance of innovation clusters is being emphasized for the balanced development of local industries and regions, the Ministry of Science and ICT has been promoting the innotown to build a science and technology-led innovation cluster ecosystem since 2018. Innotown consists of supporting the entire cycle of technology commercialization, from technology discovery and transfer, technology-based start-up support, and support for commercialization by designating specialized fields for each region and selecting technology core institutions. In order to achieve regional development through the establishment of an innovation cluster, it is necessary to study a strategy through the literature and examples of the innovation cluster using innotown project. In this study, the cluster concept was summarized through literature research, and a development strategy was presented through benchmarking of Canada cluster best practices focusing on the main factors of the cluster. However, this study has limitations in that it was investigated based on some overseas cases, as it did not provide an alternative to all the detailed factors and differences of opinion on the classification of cluster success factors. It is necessary to present alternatives based on various cases through future research, and to reflect various opinions through questionnaires and consultations with cluster industry-university-research experts.

지역 산업 및 지역 균형 발전을 위해 혁신클러스터의 중요성이 강조되고 있어, 2018년부터 과학 기술정보통신부는 과학 기술 주도 혁신클러스터 생태계 구축을 위해 강소연구개발특구를 추진하고 있다. 강소특구는 지역별로 특화분야를 지정하고, 기술핵심기관을 선정하여 기술 발굴 및 이전, 기 술기반 창업 지원, 사업화를 위한 지원 사업까지 기술사업화 전주기를 지원하는 형태로 구성되어 있다. 혁신 클러스터 구축을 통한 지역 발전을 달성하기 위해 강소특구 사업을 활용한 혁신클러스 터 문헌 및 사례를 통한 전략 연구가 필요하다. 본 연구에서는 문헌연구를 통해 클러스터 개념을 정리하고, 클러스터의 주요 요인을 중심으로 캐나다 클러스터 우수사례 벤치마킹을 통한 발전 전략 을 제시하였다. 하지만 본 연구는 클러스터 성공 세부 요인들의 분류에 대한 의견차와 모든 세부 요인들에 대한 대안을 제시하지 못하였고, 일부 해외 사례를 기반으로 조사되었다는 한계점을 가지 고 있다. 추후 연구를 통해 다양한 사례를 중심으로 대안을 제시하고 클러스터 산학연 전문가 설문 및 자문을 통해 다양한 의견이 반영되는 연구가 필요하다.
