With the advent of the 4th industrial revolution, having key competencies and skills is essential to maintain a job, and lifelong learning should be secured. This study was to identify the status of Koreans’ basic competencies and technology use and examine the effects of these variables on the NEET trend and income of Koreans. Data were from the International Assessment of Adult Competencies (PIAAC) 2018 Koreans aged from 16 to 65 years old. A series of regression analyses were employed to analyze data. The findings revealed that for literacy, the mean difference for education levels was higher than that for the age group. For numeracy, the mean difference for the age group was higher than that for education levels. As Koreans age, their competencies of numeracy also decrease. The result showed that the higher the numeracy score was, the lower the NEET tendency was. However, numeracy did not show a significant effect on income. Skills such as writing reports and using statistics outside of work are infrequent, but those skills help reduce the possibility of falling into NEET. The result suggested that it is necessary to enhance the lifelong learning so that adults can maintain literacy, numeracy and problem solving skills in technology-rich society and work.

제4차 산업혁명과 디지털 전환 시대는 성인이 된 이후에도 개인의 지속적인 역량개발과 평생학습을 요구하고 있다. 본 연구는 성인의 문해력 및 수리력과 같은 기본 역량과 보고 서 작성과 같은 기술 활용이 니트(NEET) 경향과 취업 후 소득에 미치는 영향을 추정하였 다. OECD에서 제공한 국제성인역량조사(PIAAC) 자료 중 16세부터 60세까지의 응답자료를 활용하였다. 기술통계분석을 활용하여 우리나라 성인의 기본역량 분포와 기술활용 현황을 분석하였고, 회귀분석을 이용하여 기본역량과 기술활용이 성인 후 니트(NEET) 경향과 소 득에 미치는 영향을 추정하였다. 분석 결과, 문해력은 학력 수준에 따른 평균 격차가 연령 대에 따른 차이보다 크나, 수리력은 학력 수준보다 연령대에 따른 차이가 더 커서 연령 증 가에 따른 감소추세가 분명하였다. 수리력 점수가 높을수록 니트 경향이 뚜렷하게 낮아지 나, 소득에는 유의미한 영향을 미치지 않았다. 업무 이외로 이루어지는 보고서 작성과 통 계의 활용은 빈도가 낮은 편이나, 해당 활용 경험이 니트 가능성을 뚜렷하게 낮추고 있다. 이러한 결과는 평생학습 강화와 역량에 따른 보상을 위한 제도개선의 필요성을 제기하고 있다.
