Many countries around the world are making every effort to preoccupy the A.I.-related innovative advantages since A.I. technologies are considered a key to strengthening competitiveness, improving productivity, guaranteeing national security, and solving various social problems in the future. In the defense sector, as well, the development and independence of military A.I. technologies are believed as key factors in determining the future defense capabilities Therefore, each country is competing to preoccupy the military A.I. superiority. It plans the A.I. development strategies and focuses its all national capabilities on them. Those military A.I. technologies development trends are prominent, especially in the U.S and China. The military A.I. technologies development in the U.S and China is more than just adopting the new 4th industrial revolution technologies to the military area. It is running as a national strategy to take control of the world’s military supremacy. The competition between the two countries for the military A.I. technologies development is rearing up the new arms race after the Cold War. This thesis begins with why the U.S. and China are paying attention to the military A.I. technologies development. Then it shows what the new arms race relating to the military A.I. technologies development is like by comparing it in the aspect of the policy, theory and system. The conclusion is drawn from the qualitative research method by collecting and analyzing the data on the particular phenomenon, which is the U.S. and China-centered military A.I. development, and finally, the implications for the Korean military area are drawn out.

세계 각국은 AI 기술을 미래의 경쟁력 강화, 생산성 향상, 국가 안전보호, 각종 사회문제 해결을 위한 기회로 인식하고, 혁신적 이점을 선점하기 위해 총력을 기울이고 있다. 국방에 서도 군사용 AI 개발 및 자립화는 향후 국방력을 결정짓는 핵심요소가 될 것으로 전망된다. 인공지능에서의 군사적 우위를 선점하기 위해 세계 각국은 경쟁적으로 국가차원에서 AI 발전전략을 수립하고, 국가 역량을 집중하여 AI 개발을 추진 중에 있으며, 특히 미·중을 중심으로 군사용 AI 개발이 급격하게 발전되고 있다. 미·중의 군사용 AI 개발은 단순히 4차 산업혁명의 신기술을 군에 도입하는 차원이 아니라 군사적 패권을 장악하기 위한 국가전략으로 추진되고 있다. 군사용 AI 개발을 둘러싼 2强 구도의 군비경쟁은 냉전체제 붕괴이후 새로운 군비경쟁으로 대두되고 있다. 본 논문은 미·중이 왜 군사용 AI 개발에 집중하는지에 주목하여 연구를 시작하였다. 군사 용 AI를 개발하게 된 동인이 무엇이며, AI 개발로 발생한 新군비경쟁이 어떠한 모습으로 나타나고 있는지 정책, 군사이론, 체계구축을 통해 식별하였다. 연구방법은 미·중 중심의 군사용 AI 개발이라는 특정 현상에 대해 자료수집과 분석을 통해 결론을 도출한 질적연구방 법을 적용하였고, 미·중 중심의 ‘AI 군비경쟁’을 통해 한국군에 주는 함의를 도출하였다.
