The purpose of this study is to reduce the high recidivism rate and suggest ways to improve the correctional system in Korea by examining cases in the United States. First, this study analyzed the system of correctional counseling, human resource management, and the current status of correctional treatment provision in the United States, then conducted a comparative analysis with Korea. Second, the study reviewed correctional counseling programs provided for each of the mentally disabled, drug addicts, and sex offenders in the United States. Third, the study reviewed the role of correctional treatment specialists discussed in the United States. First, an evidence-based treatment program selection continuously evaluated and managed is needed. Second, treatment effects should be evaluated and intervened from an integrated perspective with the collaboration of experts from diverse fields. Third, customized programs should be provided based on the psychosocial rehabilitation model. Fourth, appropriate professional human resources for each stage of treatment should be recruited.

본 연구는 국내 치료감호 대상자의 높은 재범률을 낮추기 위해, 미국의 서비스 체 계를 검토하여 국내 치료감호의 개선방안을 제언하는 것을 목적으로 한다. 이를 위 해 본 연구는 첫째, 미국의 교정 상담 및 치료 인력 체계 및 교정치료 제공 현황을 분석하여 국내 치료감호시설의 체계와 비교 검토하였다. 둘째, 미국에서 정신장애인, 약물중독자, 성범죄자 각각에 대해 제공하는 심리치료 프로그램을 검토하였다. 셋째, 미국에서 논의되어온 교정치료 전문가의 역할 모델에 대해 고찰하였다. 넷째, 미국 내 교정치료 서비스 체계의 지향점을 고찰하였다. 이를 토대로 국내의 교정 상담 및 치료의 개선 방안을 다음과 같이 제언하였다. 첫째, 치료 프로그램은 근거중심적으로 선별하고, 지속적으로 평가 및 관리해야 한다. 둘째, 다양한 영역 전문가들의 협업을 통해 치료의 효과를 통합적 관점으로 평가하고 개입해야 한다. 셋째, 정신사회재활모 델을 기반으로 하여 맞춤형 프로그램이 제공되어야 한다. 넷째, 치료의 각 단계에 필 요한 적절한 전문 인력이 충원되어야 한다.
