Offender with mental illness is one of serious issues in the community. In particular, the rate of felony offenders and recidivism among offender with mental illness are significantly higher than those of general offenders. Currently, except correctional facility, probation office is the primary agency to handle the offenders with mental illness. Previous studies found that their community rehabilitation and recidivism varies depending on how probation officers treat. While probation officer’s role and resp[onsibility is increasing to monitor the offenders with mental illness, lack of empirical study exists. The current study aims to explore the better treatment for offenders with mental illness by probation officer. As a result, three sub -themes were identified: ‘experience with offenders with mental illness', ‘difficulty in the practice', and 'improvement for better treatment for offenders with mental illness'. Based on the results of this study, the policy and practical implications for prevention of recidivism and community rehabilitation were discussed with a focus on probation officer.

지역사회 내 정신질환 범죄자 문제는 심각하며, 특히 정신질환 범죄자 중 강력범 죄자 비율과 재범율은 일반 범죄자에 비해서 높은 상황이다. 현재 수용시설을 제외 하고, 정신질환 범죄자를 체계적으로 관리하는 곳은 보호관찰소가 있다. 선행연구는 정신질환 범죄자를 대하는 보호관찰관의 역량이 대상자의 재범이나 지역사회 재활에 중요한 역할을 하는 것으로 보고하고 있다. 결국, 지역사회 내 정신질환 범죄자 감독 을 위한 보호관찰관의 역할과 책임이 늘어나고 있지만, 실무자를 대상으로 하는 실 증적인 연구는 매우 부족한 상황이다. 본 연구에서는 정신질환 범죄자를 대하는 보 호관찰관을 중심으로 효과적인 대상자 처우에 관한 연구를 진행하였다. 분석 결과, 본 연구에서는 ‘대상자와의 경험’, ‘업무수행의 어려움’, ‘더 나은 정신질환 범죄자 처 우를 위한 개선점’ 등 3개의 하위주제가 도출되었다. 본 연구의 결과를 바탕으로 정 신질환 범죄자의 재범예방과 지역사회재활을 위한 정책적・실천적 함의를 보호관찰 관을 중심으로 논하였다.
