The Undercover Patrol Cars system is implemented to prevent traffic accident crimes and encourage drivers to drive safely. Despite the positive purpose of the bill itself, there is a debate about public opinion over the undercover patrol car system online. This study examined the effectiveness of the undercover patrol car system according to public opinion analysis, and tried to find the cause and improvement plan of this phenomenon by applying the neutralization technology of Sykes and Matza. To this end, we selected news articles containing the keyword ‘undercover patrol car’ from Naver News, as well as comment data and replies data attached to those articles as research subjects. The actual media and public views on the problem were identified using keyword frequency analysis, TF-IDF analysis, and semantic network analysis methods using the collected five-year data related to the undercover patrol car. As a result of the analysis, it was confirmed that the public's interest in the undercover patrol car is very high through the rapid increase in media reports and comments/comments about the undercover patrol car every year during the holidays when the frequency of highway use is high. In addition, the support for strengthening traffic enforcement and the public's reluctance to fines for negligence were found most prominently and consistently in all analysis results. Nevertheless, the public was aware of and supported the necessity of strengthening traffic enforcement to some extent, and furthermore, it suggested targets for which the crackdown would be strengthened, such as motorcycles, reckless driving, illegally driving vehicles with exclusive bus lanes, and trucks. These data analysis results could be explained by the denial of damage, the accusation of the accuser, and the denial of responsibility among the five neutralization techniques proposed by Sykes and Matza. Based on these research results, policies for establishing rational road traffic regulation measures were presented.

암행순찰 제도는 교통사고 범죄를 예방하고 운전자들로 하여금 안전운전을 고취하 기 위해 시행된 제도이다. 법안 자체의 긍정적 취지에도 불구하고, 온라인 내에서는 암 행순찰차 제도를 둘러싼 여론의 갑론을박이 이뤄지고 있다. 본 연구는 여론분석에따른 암행순찰 제도의 실효성 여부를 검토하고, Sykes와 Matza의 중화기술 적용하여 이러한 현상의 원인과 개선방안을 찾고자 하였다. 이를 위해 네이버 뉴스에서 ‘암행순찰차’ 키 워드가 포함된 뉴스 기사와 해당 기사들에 달린 댓글 데이터 및 대댓글 데이터를 연구 대상으로 선정하였다. 수집된 암행순찰차 관련 5년치 데이터를 활용하여 키워드 빈도 분석, TF-IDF 분석, 의미 네트워크 분석 방법 등을 이용하여 해당 문제에 대한 실제 미디어와 대중들의 시각을 파악하였다. 분석결과 고속도로 이용 빈도가 높은 매년 명절 연휴마다 암행순찰차에 대한 언론 보도및 댓글/대댓글급증을통해국민들의 그관심정도가 매우 높아지는것을확인할 수 있었다. 또한, 교통단속 강화 지지와 과태료에 대한 국민들의 거부감이 모든 분석결 과에서 가장 두드러지고 일관되게 발견되었다. 그럼에도 불구하고 대중들이 교통단속 강화의 필요성을 어느 정도인지하고 지지하고 있었으며, 더나아가오토바이나 얌체운 전, 버스전용차로 불법 주행차량, 화물차 등 단속이 강화되었으면 하는 대상을 제시하 고 있었다. 이러한 데이터 분석 결과는 Sykes와 Matza가 제안한 5가지 중화기술 중, 손 상의 부인, 비난자에 대한 비난, 책임의 부인으로 설명할 수 있었다. 이러한 연구결과를 바탕으로 합리적 도로교통 규제방안 구축을 위한 정책을 제시하였다
