This study examines the flow of research on the human rights impact assessment system and conducts a preliminary survey of 14 facilities among the assets owned by Seoul, and finally Seoul On-site evaluation was conducted on four facilities: Women's Plaza, Seoul Buk Seoul Museum of Art, Cheonggyecheon Museum, and Hanseong Baekje Museum. As a result of this study, cultural facilities showed excellent evaluation on BF right of movement and access right from the initial stage. It was confirmed that there is a need to reconfirm the necessity of a policy to induce human rights impact assessment even during remodeling, because there can be a stark difference depending on the will and capability of an institution to operate. This study is a basic study that grasps the reality of human rights architecture through human rights impact assessment and suggests future directions. It is expected that detailed principles will be established at the level of definition and access that can be defined.

본 연구는 인권영향평가제도 연구의 흐름을 고찰하고 현재 대표적인 인권영향평가 정책인 서울시의 인권영향평가의 운영 실태와 문제점을 도출하기 위해 서울시 소유자산 중 14개소의 시설을 사전조사하고, 최종적으로 서울여성플라자, 서울시 립북서울미술관, 청계천박물관, 한성백제박물관의 4개 시설에 대한 현장평가를 진행하였다. 본 연구의 결과로 문화시설이 초기 단계부터 BF 이동권, 접근권 항목에 대해서는 평가가 우수하게 나타났고, 기능 개선 시에도 최우선 개선사항으로 BF 이동권이나 접근권에 대한 고려가 이루어지고 있는 가운데, 종사자 휴게공간 등은 기관 의 운영의지 및 역량에 따라 극명한 차이가 발생할 수 있기 때문에 리모델링 시라도 인권영향평가 유도 정책 필요성을 재확인할 필요가 있다는 것을 확인할 수 있었다. 본 연구는 인권영향평가를 통해 인권건축의 현실을 파악하고 향후 방향성을 제시한 기초 연구로, 향후 보다 효율적이고 합리적인 인권분야 평가를 통해 물리적, 심리적, 경제적 관점 등 건축〮시설물과 직접 관계하여 조작적 정의가 가능한 정 의와 접근 수준에서 세부원칙의 수립이 이루어지기를 기대해 본다.
