This study aims to suggest the development direction of fire service organizations that protects people's lives, bodies and property through the supply of disaster safety services in the era of the 4th industrial revolution. By utilizing the technologies of the 4th industrial revolution, it will be possible to secure the safety of firefighters while efficiently protecting people's lives and property. In order to achieve the purpose of the study, first, we examined the ripple effect of the 4th industrial revolution, and 4th industrial revolution and disaster safety as a theoretical discussion. Second, as factors of fire service in the era of the 4th industrial revolution, we analyzed that the concept and work method of fire affairs, the process of change of fire service and fire affairs in the future, the need for wide-area response in accordance with the hybrid disasters, the changes of fire service operation methods in advanced countries, and the issues of democracy and efficiency as a principles of fire administration. Finally, based on these discussions, this study proposed the strategy of fire industry development in the 4th industrial revolution era, smart disaster management, and fire big data platform as a plan for the development of fire service organizations in the 4th industrial revolution era.

본 연구의 목적은 제4차 산업혁명시대를 맞아 재난안전 서비스 공급을 통해 국민의 생명⋅신체 및 재산을 보호하는 소방조직의 발전 방향을 제시하고자 하는 것이다. 제4차 산업혁명의 기술들을 활용하면 국민의 생명과 재산을 보호하는데 효율성을 높이면서 소방대원의 안전까지 확보할 수 있을 것이다. 연구 목적을 달성하기 위하여 첫째, 이론적 논의로 제4차 산업혁명의 파급효과, 제4차 산업혁명과 재난안전을 살펴보았다. 둘째, 제4차 산업혁명시대의 소방사무 고려요인으로 소방사무의 개념 및 수행방식, 소방사무의 변천과정과 미래의 소방사무, 재난의 대형화 및 복잡화에 따른 광역대응의 필요성, 선진 외국의 소방사무 운영 방식의 변화, 소방행정 이념으로서의 민주성과 능률성의 문제 등을 분석하였다. 끝으로 이러한 논의를 바탕으로 제4차 산업혁명 시대의 소방조직 발전 방안으로 제4차 산업혁명시대의 소방산업 발전 전략, 스마트 재난관리, 소방 빅데이터 플랫폼을 제시하였다.
