Geopolitics has great significance on the Korean Peninsula. The Korean Peninsula has been regarded as a place where sea and land power confront each other. In this regard, it is necessary to observe the perspectives of South and North Korea over inter-Korean railway cooperation, which is being discussed again recently. It is also necessary to look at the flow of the international relations and its changes. Therefore, this study compares and analyzes the international situation between the time when the railroad between South and North Korea was in operation in 2007 and the time when discussions on railway cooperation have been underway since 2018. Through this, this study would like to derive implications for the future inter-Korean railway cooperation project and predict the possibility of future progress. What is important in railway cooperation between South and North Korea is to look at the relationship between the two Koreas and the political dynamics of sea and land powers. In addition, North Korea's nuclear program is becoming a major factor in inter-Korean railway cooperation. This is because economic cooperation between South Korea and North Korea is impossible unless sanctions against North Korea are lifted. In order for the inter-Korean and Northeast Asian railway communities to achieve successful cooperation, understanding and support from sea and land powers beyond dialogue between the two Koreas is needed. Therefore, for inter-Korean railway cooperation, it is necessary to accurately grasp the interests and basic positions of sea and land powers on railway cooperation. As a result, sea and land powers on the Korean Peninsula may show a positive or negative stance on railway cooperation. It is also important to understand and respond to the flow of international politics because it is closely related to the international situation.

한반도에서 지정학이 지니는 의미는 크다. 예로부터 한반도는 해양세력과 대륙세력이 대립하는 곳으로 여겨져 왔다. 이와 관련하여 최근 다시 논의되고 있는 남북 철도 협력을 둘러싼 남북한의 관점 그리고 국제 관계의 흐름과 그 변화의 양상을 살펴볼 필요가 있다. 그러므로 본 연구는 2007년 당시 남북 간 철도가 운행되던 시기와 2018년 이후 철도 협력에 대한 재논의가 진행되고 있는 시점의 국제 정세를 비교·분석한다. 이를 통해 앞으 로 진행될 남북 철도 협력 사업에 대한 시사점을 도출하고 앞으로의 진행 가능성에 대해 전망해보고자 한다. 남북 철도협력에 있어서 중요한 것은 남북한의 관계와 해양·대륙세력의 정치적 동학을 살펴보는 것이다. 또한 북한 핵 개발이 남북 철도협력의 주요 변수가 되고 있다. 북한의 핵실험으로 인한 대북제재가 해제되지 않으면 남북간 경제 협력은 사실상 불가능하기 때문이다. 남북한 및 동북아 철도 공동체가 성공적인 협력을 이룩하려면 남북한 간의 대화를 넘어선 주변국들의 이해와 지지가 절실하다. 그러므로 남북 철도 협력을 위해서는 대륙세력 과 해양세력의 철도 협력에 대한 이해관계와 기본입장을 정확히 파악할 필요가 있다. 이에 따라 한반도 주변 국은 철도 협력에 대해 우호적인 입장을 보일수도, 부정적인 입장으로 돌아설 수도 있기 때문이다. 또한 이는 국제 정세와 밀접하게 관련이 있기 때문에 국제 정치의 흐름을 파악하고 대응하는 것이 중요하다.
