Most of the prior studies conducted so far have been sporadic in the background of the emergence of recluses, also known as Hikikomoris, in Korean society, and individual studies to solve the problem. It is necessary to synthesize the past studies' results to analyze the findings in detail and present a comprehensive alternative for this serious social issue. This study compares and analyzes six local government entities' existing guidelines and policies for supporting reclusive Hikikomoris. This research aims to clarify the differences and characteristics and suggest what to improve. It is imperative to conduct regular surveys to find out the situation of reclusive Hikikomoris, and the results of such a study need to be published. The local governments need to establish a support center to strategically assist the reclusive Hikikomoris and their families. The purpose of such places is also to provide support groups and self-help groups for Hikikomoris. This study also suggests that the government entities need to share the findings of existing studies and the recovery experiences of the former Hikikomoris with the public. Furthermore, utilizing and labeling these valuable pieces of information will be critical to find solutions. This study is meaningful because it is the first to present a comprehensive recommendation for all government administrative regions based on the analyses of the previous Hikikomoris studies.

지금까지 이루어진 선행연구들 대부분은 은둔형 외톨이가 한국 사회에 출현하게 된 배경과 그 문제해결을 위한 개별 연구가 산발적으로 진행됐다. 이제는 현재까지 진행된 연구들을 종 합하고 제정된 조례안들을 자세히 분석하여 이를 종합적인 대안을 제시할 연구가 필요하다. 본 연구는 현재까지 제정된 6곳의 지방자치단체의 은둔형 외톨이 지원 조례안을 비교·분 석하여 그 차이와 특징이 무엇인지 밝히고 보완할 점이 무엇이지 제언한 연구이다. 연구결과 은둔형 외톨이에 대한 실태조사가 정기적으로 실시할 것과, 관이 주도로 운영하 는 지원센터의 설립, 은둔형 외톨이 본인뿐 아니라, 그 가족, 지원 단체, 자조모임의 지원을 제도화 할 것. 은둔생활 극복자들을 발굴하고 이를 활용하는 내용을 각 지역의 조례에 공통 적으로 명시할 것을 제언하였다. 본 연구는 지금까지 진행된 선행연구들을 바탕으로 제정된 은둔형 외톨이 지원조례안을 분석하여 모든 지역에서 공통적으로 필요한 지원내용을 제시한 최초의 연구라는 점에서 의 의가 있다.
