This study sought to understand the content and meaning of statements about Dokdo in the Japanese Diet. I think that such an analysis can grasp the perception of Dokdo in Japanese society. From the 1950s to the 2010s, the minutes of the Japanese parliament continued to increase statements about Dokdo. Also, when there is a specific project, it is increasing rapidly. And the standing committee that made many remarks differs depending on the time. There are times when there are many statements made by the committee that discusses national affairs in general, and there are cases where there are many statements made by the committee that deals with specif ic content. Looking at the timely debates over Dokdo, parliamentarians initially asked the government about territorial rights on Dokdo and the government’s response to secure fishing rights. Since then, parliamentarians have criticized Japan for taking no substantive action, even though South Korea has taken action to establish Dokdo’s territorial rights. Since the 1970s, there has been much debate over fishing rights. And after the new Democratic Party came to power, members of the Liberal Democratic Party’s parliament criticized the Democratic Party’s attitude toward Korea. Liberal Democratic Party parliamentarians have criticized the Democratic government for its lack of efforts to resolve the issue of Dokdo territorial and fishing rights. Looking at the overall debate over Dokdo from the 1950s to the 2010s, parliamentarians pointed out that the government was reluctant to secure territorial and fishing rights. The government has argued that it is practically difficult to fully secure Dokdo’s territorial rights and fishing rights around Dokdo. However, the government responds that it will strive to expand fishing rights. In other words, despite the fact that there is no clear solution for Dokdo, the controversy in the Japanese Diet is considered to have a strong political off ensive and def ensive character r ather than a p ractical p roblem-solving.

본고에서는 일본 국회에서 독도에 대한 발언의 현황과 그 의미를 파악하고자 하였다. 이렇 게 함으로써 일본사회의 독도에 대한 인식을 파악할 수 있다고 생각하고 있다. 1950년대부터 2010년대까지 일본 국회 회의록에 나타난 독도에 관한 논의는 꾸준히 증가는 하고 있지만 대 체적으로는 특정한 사안이 있을 경우에 논의가 주로 이루어졌다고 할 수 있다. 또한 시기별로 많은 발언수를 기록한 상임위원회가 다르게 나타나고 있다. 국정 전반을 논의하는 상임위원회 의 발언수가 가장 많은 경우가 있고 특정한 내용을 다루는 상임위원회의 발언 수가 많은 경우 가 있다. 즉 일본 국회에서 독도에 대해 문제를 제기하는 관점은 일관적이지 않고 때에 따라 서 다르게 나타난다고 할 수 있다. 시대별로 독도를 둘러싼 일본 국회의 질의 내용의 초점을 보면 초기에는 일본 정부에 영토 권과 이에 수반되는 어업권에 확보에 대한 대응책을 요구였으며 이후에는 대한민국이 독도영유 권을 실질적으로 확보하기 위한 각종 사업을 진행하고 있는 것에 대해 일본정부는 실질적인 대 응책을 취하지 못하는 것에 대한 비판이 있었다. 1970년대에 들어서는 주로 어업권에 중점을 두고 많은 논의가 이루어졌다. 그리고 장기간 정권을 담당하고 있는 자유민주당 대신에 민주당 정권이 들어서고 나서는 대한민국 외교에 대한 자세와 관련된 독도문제를 비판한 내용이다. 1950년대 이후 전체적 흐름을 보면 국회의원들은 독도의 영토권과 이에 수반되는 어업권 확보에 정부의 태도가 매우 미온적이라는 점을 지적하고 있다. 이에 대해 일본 정부는 영토권 문제와 어업권 문제를 해결하는 것은 한계가 있다고 답변을 하고 있으며 특히 영토권에 대해 서는 실효적 지배권을 확보하는 것이 현실적으로 불가능하다고 답변을 하고 있다. 대신 어업권 확보를 위해 많은 노력을 하고 있다고 답변을 하고 있다. 즉 뚜렷한 해결책이 보이지 않는 독도에 대한 일본 국회와 정부의 논쟁은 매우 정치적 배 경이 강하다고 할 수 있으며 그 관점은 독도의 영토권과 어업권에 대한 문제가 아니라 정치적 공세의 성격이 강하다고 할 수 있다.

この研究は日本の国会での独島に関する発言の内容とその意味を把握しようとした。このような分 析によって日本社会での独島に関する認識を把握することが出来ると思う。1950年代から2010年年 代まで、日本の国会議事録からは独島に関する発言は持続的に増加した。また特定な案件がある 時は特に急増している。そして時期別に発言が多かった常任委員会が異なる。国政全般を論議する 委員会での発言が多かった時があれば、特定の内容を取り扱う委員会の発言が多い場合がある。 時期別の独島をめぐる論議を見れば、国会議員たちは初期は政府に独島での領土権、そしてこ れに伴う漁業権確保のための政府の対応に関して質問をした。その後は国会議員たちは韓国は独 島の領土権を確定するための行動をしているのにもかかわらず日本は実質的な行動を取らないことを 批判した。1970年代に入ってからは漁業権をめぐる論議が多かった。そして新たに民主党が政権を 握ってからは民主党の対韓外交の姿勢に関して自由民主党の国会議員たちが批判をした。自由民 主党の国会議員は民主党政府が独島領土権と漁業権の問題を解決しようとする努力がないと批判 した。 全体的1950年代から2010年代までの独島をめぐる論議を見れば、国会議員たちは政府が領土権 と漁業権を確保しようとする政府の態度が消極的であると指摘した。政府は独島の領土権と独島周辺 の漁業権を完全に確保することは現実的に難しいと答弁している。ただ政府は漁業権の拡大に努力 すると答えている。 すなわち独島に関しては明確な解決策が存在しないにもかからわず日本国会での論争は実施的 な問題解決ではなくで政治的な攻防の性格が強いと考えられる。
