The International Baccalaureate(IB) is one of the education reform projects that Japan has been promoting since 2013 according to the socalled national strategy for education rebuilding. As one of Japan's educational reform projects, this study looked at the background of introduction, including why the IB curriculum, and the progress of IB from the present point of view. In addition, this study tried to look back at the aspects of Japan's education reform policy from a critical point of view from the problems revealed here. As a result, the introduction of IB, which aims to foster global talent who is fluent in English led by the Cabinet of Japan, can raise questions from a critical perspective that it is an education policy that leads to a new level of educational gap. In particular, the introduction of IB to a small number of schools under the pretext of educational reform should not be overlooked that it may transform into a systematic 21st century-style elite education through public education.

이 연구는 일본이 2013년 이후 소위 교육재생을 위한 국가전략에 따라 추진하고 있는 교 육개혁 프로젝트의 하나로써, 왜 국제 바칼로레아 교육과정인가를 포함한 도입배경과 국제 바칼로레아의 진행 경과 등을 지금의 시점에서 살펴보고, 여기에서 드러난 문제점으로부터 일본 교육개혁 정책의 모습을 비판적 관점에서 되짚어보고자 하였다. 고찰 결과, 일본내각 주 도의 영어 구사력이 능통한 글로벌 인재양성을 위한 목적의 국제 바칼로레아의 도입은 새로 운 차원의 학력격차를 초래하는 교육정책이라는 비판적 관점에서의 문제제기가 가능하다. 특 히 교육개혁을 명목으로 극히 일부 학교에의 국제 바칼로레아 도입은, 공교육을 통한 제도적 인 21세기형 엘리트 교육의 모습으로 변모할 수도 있음을 외면해서는 안 될 것이다.
