Due to its advantages of long-distance control and transportation, drone terrorism has met requirements to enable mass damage by installing explosives, biochemical weapons, and firearms regardless of location, and its form is also miniaturized, lightweight, and difficult to detect and respond to. Saudi Arabia's state-run facilities, Venezuela's presidential attempts to assassinate, and Yemen's rebels have already established themselves as representative weapons of small countries with low-cost and high-efficiency systems, and are increasingly equipped with explosives, biochemistry, and firearms. However, as no specific trends such as drone terrorism have been found in Korea, drones are simply selected as the most notable media in the future and are actively pursuing policies to foster industries, and are focusing only on growing quantitatively and qualitatively with many expectations. Naturally, drone-related policies and systems are still full of improvements, such as loopholes and problems, and are unprotectedly exposed to drone terrorism. To be safe from such terrorist threats, it is very important to find prevention and countermeasures such as regulation, dedicated department, command system, detection technology, and pre-education. It aims to find improvement measures and suggests drone safety.

최근 드론 테러는 원거리 조종과 운송에 능한 장점에 기인해 장소에 구애받지 않고 폭발물, 생화학무기, 총기 등을 탑재해 대량 피해를 가능하게 하는 요건을 갖추었으며 형태 역시 소형화, 경량화되며 탐지와 대응을 어렵게 하고 있다. 사우디아라비아 국영시설, 베네수엘라 대통령암살시도, 예멘 반군의 정부군 퍼레이드행사에 사용된 드론 테러사례만 봐도 그 기술과 비용은 이미 저비용 고효율 체제를 갖춰 약소국의 대표 무기로 자리 잡았으며 점점 초소형화, 경량화와 함께 폭발물, 생화학, 총기 등이 탑재돼 인류의 안전과 공공질서를 위협하고 있다. 하지만 국내에선 드론 테러와 같은 특이 동향이 발견되지 않음에 따라 드론을 단순히 향후 가장 주목받는 매체로 선정해 산업 관련 육성 정책을 적극적으로 추진하고 있고, 미래혁신기술을 이끌어갈 선두주자로 많은 기대감 속에 양적, 질적으로 성장시키는 데만 몰두하고 있다. 당연지사 드론 관련 정책과 제도는 여전히 허점과 문제점 등 개선되어야 할 사항들이 즐비하며 드론 테러에도 무방비하게 노출되어있는 실정이다. 이와 같은 테러 위협으로부터 안전하기 위해선 규제, 전담부서, 지휘체계, 탐지기술, 사전교육 같은 사전예방과 대응방안 모색이 매우 중요한 만큼 국가와 국민의 안전을 일선에서 수호하는 경찰의 실용적인 드론 운용을 위해서 이를 저해하는 부족한 관련 법⋅제도적 현황엔 어떠한 미비점이 있는지 살펴 개선방안을 도출하는데, 그 목적을 두었으며 드론 테러 및 범죄와 관련한 중요시사점을 연구하기 위해선 경찰 드론 활용에 근간이 되는 항공 안전법에서 시사하는 바가 큰 만큼, 이를 필두로 테러 관련 법안과 경찰의 드론 활용 관련 법안 내 전반적으로 간과하기 쉬운 법안엔 어떠한 것이 있는지 그 실태를 분석하고 개정방안 논의를 진행하였다.
