The spatial uneven development and over-concentration of population and industries into the Capital region, resulted from the process of rapid economic growth and national land development since the 1960s, have seemed not only to prevent continuous development of the Capital region but also to weaken the na-tional competitiveness. The plan of construction of new administrative capital that the current Participatory government had pursued to resolve those problems was interrupted by the decision of its violence of constitution in the Constitutional Court in October 2004. And hence a serious reappraisal on the plan is required to establish directions and tasks for pursuing succeeding measures. This paper re-examines the intended purposes of the plan, that is, necessities of resolution of over-concentration into the Capital region and of the national balanced development, and then discusses alternative measures and visions to meet them. In particular, though admitting the necessities for succeeding measures after the plan of new administrative capital, this paper points out that major contents of succeeding measures which have been sug-gested recently ignore endogenous development of regions and geographical con-nectivity between them, and hence argues for active reflection of substantial contents upon the plan.

지난 1960년대 이후 급속한 경제성장과 국토개발이 이루어지면서 심화된 국토공간의 불균형과 수도권의 과잉 집중 현상은 수도권 지역의 지속적인 발전을 저해할 뿐만 아니라 국가 전체의 경쟁력을 약화시키게 되었다. 이러한 문제를 해결하기 위해 참여정부가 추진하게 된 신행정수도 건설계획은 2004년 10월 헌법재판소의 위헌 판결로 인해 중단되게 됨에 따라, 그 이후 신행정수도 후속 대책의 추진을 위한 방향설정과 과제에 대한 신중한 재검토가 요청되게 되었다. 이 논문은 신행정수도 건설계획이 의도했던 목적, 즉 수도권 과밀 해소와 국가균형발전을 위한 계획들을 점검해 보고, 이에 따른 후속 대책들의 전망을 논의하고자 한다. 특히 이 논문에서는 현재 재추진되고 있는 신행정수도 이후 대책의 필요성을 인정하지만, 신행정수도 후속 대책의 주요 내용들이 공간적 관련성과 지역의 내생적 발전을 간과하고 있다는 점을 지적하고, 이러한 점들에 대한 적극적이고 실질적인 내용의 반영을 요청하고 있다.
