This study analyzed the process of strengthening the capacity of residents and local communities through the Seoul Residents' Technology School project, and identified the influencing factors on the process. To this end, a qualitative study was conducted on 10 people, including program participants, people in charge of public and intermediate support organizations, and program managers from 11 autonomous districts in Seoul that carried out the Residents’ Technology School project in 2021. As a result, first, through the Residents' Technology School curriculum, residents experienced improved professionalism, recognized social economy, understood local needs, and expanded their horizons. Second, the Residents' Technology School brought changes to the local community, and it was found that local economic capacity and public service provision capacity as well as physical facilities and local private organization capacity were strengthened, affecting all components of local community capacity. Third, the factors that promoted the improvement of residents' expertise and capacity building of the local community were the support efforts of each entity, resource diversification, and resource linkage. And it was the field and the people that strengthened the resident's capacity, such as recognizing the social economy, understanding local needs, and expanding the horizons. The above result suggests that the Residents' Technology School not only improve residents' capacity but also strengthen community capacity by providing opportunities for residents to understand the region, acquire skills necessary for solving local problems, and connect with local networks. However, the discontinuity of the project, the lack of a design centered on resident growth and the need to supplement the performance evaluation and operation method are major tasks that need improvement in the future.

본 연구는 서울시 주민기술학교 사업을 통해 주민과 지역사회 역량이 강화된 과정을 분석하고, 이에 미친 영향요인을 파악하였다. 이를 위해 2021년 주민기술학교 사업을 진행한 11개 자치구의 주민기술학교 프로그램 참여자와 공공 및 중간지원조직 사업 담당자, 프로그램 매니저 등 총 10명을 대상으로 질적연구를 실시했다. 그 결과, 협동조합을 설립하거나 주민 조직화가 이루어진 지역에서는 경제적 성과가 나타나고 주민의 전문성이 향상되는 등 주민들의 비즈니스 역량이 강화된 것을 알 수 있었다. 그리고 주민기술학교 교육 과정 참여 경험을 통해 주민들은 호혜 정신을 체득하고 지역의 니즈를 파악하며 정책과 사업에 대한 시야가 확장되고 있었다. 또한, 각 자치구에서는 주민기술학교를 통해 다양한 형태의 지역사회 공헌 양상이 나타났고, 자치구 중간지원조직은 사회적 가치를 지향하는 주민들을 조직할 수 있는 기회를 얻게 되는 등 주민기술학교는 지역사회 역량 강화에도 기여하고 있었다. 주민기술학교 사업 결과 나타난 이러한 변화는 주민기술학교 내‧외부의 자원을 연계하고 다양화하며 현장에 밀착한 활동과 독려하고 연결하며 적극적으로 지원하는 사람들에 의해 촉진되었다. 이상의 경과는 주민기술학교가 주민들이 지역을 이해하고 지역문제 해결에 필요한 기술을 습득하며 지역 네트워크에 연계되는 기회를 제공함으로써 주민역량을 향상시키는 것은 물론, 지역사회 역량도 강화함을 시사한다. 그러나 사업의 불연속성과 주민 성장 중심의 설계가 미흡한 점, 성과 평가 및 운영 방식에 보완이 필요한 점 등은 향후 개선이 필요한 주요 과제이다.
