Urban regeneration and rural revitalization policy share a similar implementation system and policy goals, and (small counties, 郡) are areas where both policies can be promoted. This study focuses on deriving meaningful implications for more efficient use of such policies in region by comparing these different policies. According to the analysis, the following conclusions have been derived. First, considering the structural system and purpose of such plans as a mid-to-long-term development strategy, the Urban Regeneration Strategic Plan and Rural Space Strategic Plan needs to be efficiently integrated into a single plan. Second, the Urban Regeneration Revitalization Plan, Rural Living Area Revitalization Plan, and Rural Space Improvement Plan must be established as a part of an execution plan. However, in the case of integrated, single-core living areas, the Rural Living Area Revitalization Plan can be integrated with the mid-to-long-term strategic plan. Third, it would be ideal to establish an integrated command system by the unification of a administrative council, while installing & operating an intermediate support center/organization at each business sites for sustainable management and maintenance of the project. Finally, through inter-ministerial cooperation, it is necessary to revise the current guidelines for each policy in consideration of the characteristics of different regions.

도시재생과 농촌협약은 정책목표와 추진체계가 유사하고 군(郡)은 두가지 정책을 모두 추진할 수 있는 지역이다. 본 연구는 정책 비교를 통해 군지역에서 이를 보다 효율적으로 활용하기 위한 시사점을 도출하였다. 연구 순서는 먼저 도시재생과 농촌협약, 그리고 양 계획의 상위계획에 해당하는 ｢국계법｣에 따른 도시·군 기본계획 및 관리계획의 추진체계 및 중장기 계획특성을 분석하였다. 다음으로 특정 권역 대상 실행계획인 도시재생활성화계획과 농촌생활권활성화계획·농촌공간정비계획의 지침 특성 및 거버넌스 운영체계를 비교 분석하고 이를 통해 도출된 시사점을 바탕으로 두 가지 보조사업을 효과적으로 추진하기 위한 방안을 제안하는 순으로 진행하였다. 분석 결과 첫째, 중장기 발전전략으로서 계획의 목적, 수립체계를 고려할 때 도시재생전략계획, 농촌공간전략계획은 도시·군 기본계획 및 관리계획으로의 통합 수립이 효율적이다. 둘째, 실행계획 차원의 도시재생활성화계획, 농촌생활권활성화계획, 농촌공간정비계획 등은 각각의 계획수립 필요성이 있으나 단일 생활권의 경우 농촌생활권활성화계획은 중장기 전략계획과 통합해도 무방할 것이다. 셋째, 행정 전담조직과 협의회는 통합 지휘체계를 갖추고 중간지원조직은 지속가능한 유지·관리를 위해 사업현장별 설치·운영이 바람직할 것으로 판단된다. 마지막으로 부처간 협의를 통해 군지역 특성을 감안하여 정책별 지침 개정 및 지자체 안내가 필요하다.
