This research clarifies the fact that the cultural power, generated by “the care prevention” and “the increase in out of pocket cost” implied in Japanese Care Insurance System, subaltern-izes the seniors. Care Insurance System is a system by means of welfare for the seniors to solve their problems; however, for “the care prevention,” the seniors faces social pressure by being coerced with a perception of code: aging is a negative fact, and being healthy is desirable. In addition, the economic pressure due to “the increase in out of pocket cost” rather neglects the seniors who needs the care the most. The seniors, without realizing by themselves, become “unspeakable” subaltern by the system with cultural power. Korean National Long-Term Care Insurance system for the seniors was arranged the essentials with Japanese Care Insurance System contents, thus showing a possible development of the situation similar to Japan. Examination and research in Japanese Care Insurance System are essential to the direction assessment of Korean National Long-Term Care Insurance system for the seniors; however, following the mistake of Japanese insurance system must be avoided. In conclusion, it is expected that this research becomes an act of transition from “unspeakable” to “speakable” about “the seniors” and a starting point to seek such possibility.

본고에서는 일본의 개호보험제도에 포함되어 있는 ‘개호예방’과 ‘자기부담비용 증가’를 요인으로 문화권력이 생성되고, 이 문화권력의 영향이 고령자를 ‘서발턴’화 하고 있음을 밝혔다. 개호보험제도는 고령자 문제를 해결하기 위해 마련된 제도이다. 그러나 ‘개호예방’을 위해 늙어가는 것을 부정적인 것으로 간주하거나 건강해야 바람직하다는 인식을 규정에 강제함으로써 고령자들은 사회적으로 압박을 받고 있다. 게다가 ‘자기 부담 비용의 증가’로 인한 경제적인 압박은 개호를 가장 필요로 하는 고령자에게 오히려 또 다른 소외감을 주게 된다. 일본의 개호보험제도는 한국의 장기요양보험제도와 흡사하다. 본 연구가 한·일 양국의 고령자들을 ‘말할 수 없는’ 입장에서 ‘말할 수 있는’ 주체로 전환시키는 역할을 할 수 있기를, 또 그 가능성을 찾아가는 출발점이 되기를 기대한다.

本稿では、日本の介護保険制度の検討を通してそこに含まれている｢介護予防｣と｢自己負担費用の増加｣が要因として作用され、文化権力が生成され、この文化権力の影響が高齢者を｢サバルタン｣化していることを明らかにした。 介護保険制度というのは、高齢者の問題を解決するために用意されている高齢者の社会福祉の一つとして制定した制度である。しかし｢介護予防｣のために老いていくことを否定的なものと見なしたり、健康であってこそ望ましいという認識を規定に強制したりすることで、高齢者は社会的に圧迫を受けていると思われる。されに、｢自己負担費用の増加｣による経済的な圧迫は、介護を最も必要とする高齢者としては、むしろ、さらなる疎外感を与えることになる。つまり、高齢者は自分も知らないうちに介護保険という制度が持っている文化権力によって自ら｢言えない｣サヴァルトンになっているのだと言えよう。 一方、韓国の老人長期療養保険制度というのは、日本の介護保険制度の内容を参考にして設けたものであると言われている。そのため、これからは老人長期療養保険制度をめぐる様々な状況が日本のそれと類似した状況で展開される可能性があると思われる。韓国で行われている日本の介護保険制度に関する検討と研究は、韓国の老人長期療養保険制度の行方を見極めるためには不可欠であるものと言えるが、日本の介護保険制度が示している誤りをそのまま行き継がれていくことにはならないように注意する必要があると考えられる。 最後に、本研究が韓·日両国の｢高齢者｣たちを｢言えない｣立場から｢言える｣主体に転換させるための役割を果たすことを期待し、その可能性を探していく出発点になって欲しいと思うので
