This study aims to improve and grasp the accurate status toward the national rental housing of the core-interests as the local residents for constructing the national rental housing complex based on the theoretical examination about increasing the social complication related to the current national policy business. Especially, we focus on the background of supply-expansion of the national rental housing which is driven as the government’s primary business, and theoretically examine in the social complication angle to the local society’s evasion phenomenon toward the non-preference facilities. For executing the status analysis about the non-preference facilities, We have researched the recognition about national rental housing for resi-dents who have moved in the neighborhood area of the national rental housing complex within the current 3 years as the subject of our study. This study’s result of the status cognition about the national rental housing mentions that the general image of the national rental housing is the positive side as well as the residents who live in the adjoining area of national rental housing complex enjoy the benefits after constructing the national rental housing complex than the cost of social compli-cation of the non-preference facilities. For solving the NIMBY(Not In My Backyard) phenomenon of the non-preference facilities, this study indicated that the main group of business such as government and supplied corporation, needs to concentrate on more aggressive public relations.

본 연구는 최근 국가정책사업과 관련하여 급증하고 있는 사회적 갈등에 대한 이론적 검토를 바탕으로 국민임대주택 건설에 있어 핵심 이해관계자인 당해 지역주민들의 국민임대주택에 대한 정확한 인식실태를 파악하고 개선 방향을 도출하고자 하였다. 특히 정부가 역점사업으로 추진하고 있는 국민임대주택의 공급 확대의 배경을 살펴보고, 비선호시설에 대한 지역사회의 기피현상을 사회적 갈등 관점에서 이론적으로 검토하였다. 그리고 비선호시설에 대한 실태분석을 위해 지난 최근 3년 사이에 입주한 국민임대주택단지 인근의 거주자를 대상으로 임대주택에 대한 인식을 조사하였다. 국민임대주택에 대한 인식 실태 조사결과 이미지가 전반적으로 긍정적인 방향으로 나타났을 뿐만 아니라 비선호시설의 사회적 갈등을 야기하는 비용-편익의 인식에 있어서도 비용으로 인식하기보다는 국민임대주택단지가 주위에 들어선 후 오히려 편익을 누리고 있는 것으로 조사되었다. 이에 비선호시설의 님비현상 해소를 위해 정부와 공급업체 등 사업주체의 보다 적극적인 홍보가 필요한 점을 시사점으로 제시하였다.
