This study is based on a survey on public rental housing estates aimed to see how and in what forms the problem of social exclusion occurred in public rental housing estates that were built for low-income families. The survey revealed that social exclusion becomes social problems when low-income rental housing estates are spatially segregated from and discriminated in terms of design qualities from richer neighbouring housing estates. According to the same survey, on the other hand, when households at different income levels are mixed in a estate, social ex-clusion and resulting antisocial behaviors are less observed than otherwise, e.g. a case in which rental units(for lower income households) and for-sale units(for higher income households) are mixed. Based on the survey results, the study proposes some planning guidelines to minimize problems caused by social exclusion of low-income people. They include: provision of spaces where different income groups easily get together, minimization of discrimination in housing design qualities between differ-ent income groups and so on. The study finally points out that further studies are needed for the proper management of housing estates with different income groups and different generations.

본 연구는 임대주택단지의 대량공급에 따른 저소득층의 집단화가 초래할 수 있는 사회적 배제현상을 혼합단지 조성이라는 물리적 수단을 통해 사회통합의 기본적 토대를 제시하는데 목적이 있다. 연구결과, 임대주택단지의 사회적 문제는 주거계층형성에 의한 물리적 공간분화와 저렴주택을 공급하기 위한 디자인 수준의 질적 격차에 따른 낙인화에 그 원인이 있다는 것을 밝혀냈다. 또한 임대주택과 분양주택이 혼합된 단지에서 반사회적 행위나 거주자의 소외의식, 배제의식이 약화된다는 사실도 입증하였다. 이러한 결과를 바탕으로 사회통합의 전제조건인 물리적 혼합단지 조성방안으로서 계층간 공유영역 형성, 보행활동을 통한 거주자 접촉기회 증대, 임대주택과 분양주택간의 균형적인 디자인수준 확보방안을 제시하였다. 향후에는 본 연구에서 제시한 물리적 통합방안을 토대로 혼합단지에 적합한 관리방식 개선과 계층간 혼합을 유도하기 위한 임대료 체계개선과 같은 제도적 지원에 관한 후속연구가 뒤따라야 할 것이다.
